Malawi Electoral Commission

The Malawi Electoral Commission, “the Commission”, is a body corporate created under Section 75(1) of the Constitution, to supervise, direct and preside over the conduct of all elections in Malawi.

In accordance with Section 13 of the Malawi Electoral Commission Act, the Commission seeks to appoint suitably qualified persons with relevant experience to fill the following vacant position within its secretariat:

Location: MEC Head Office

Purpose

To ensure all procurement and disposal activities are conducted in compliance with the Public Procurement and Disposal of Public Assets Legal Framework of the Republic of Malawi, requirements while adopting best practices.

Key duties & Responsibilities

  • Ensuring prompt and effective action in response to User Department;
  • Preparing bidding documents and managing complex tendering processes;
  • Undertaking evaluation of major and complex tenders;
  • Preparing evaluation reports to the standard required by the Procurement and Disposal legal framework for presentation to the Internal Procurement and Disposal Committee and PPDA;
  • Managing negotiations with suppliers in line Public Procurement and Disposal of Public Assets;
  • Managing contracts to ensure delivery of goods/services/works are performed in accordance with the contract terms;
  • Monitoring technical advice to the Internal Procurement and Disposal Committee and Bid Evaluation Terms;
  • Preparing minutes of the Internal Procurement and Disposal Committee meeting;
  • Checking and verifying that all necessary action is completed prior to closing files for archiving;
  • Coordinating the production and submission of procurement quarterly reports to the Public Procurement and Disposal of Public Assets Authority (PPDA)
  • Ensuring safe keeping of records for ease of retrieval for ease of reference and audit purposes.
  • Ensuring that subordinate understand and adhere to the Public Procurement and Disposal of Public Assets Legal Framework and procedures.

Qualifications

Master’s Degree in Procurement, Logistics and Supply Chain Management or equivalent professional qualification in Procurement and Supply Chain Management.

Age

30 – 45 years

Core competence

  • Minimum of 5 years’ work experience in Public Procurement at a busy institution
  • Sound knowledge of Public Procurement and Disposal of Public Assets Legal Framework
  • Good working knowledge of MS Office application (Word, Excel), email and able to easily navigate the internet. Those with experience in IFMIS and SAGE computer packages will have an added advantage.
  • Ability to work under pressure
  • A Registered member of the Malawi Institute of Procurement and Supply
  • Be of High Integrity and willing to implement ethical practices
