Malawi Electoral Commission

The Malawi Electoral Commission, “the Commission”, is a body corporate created under Section 75(1) of the Constitution, to supervise, direct and preside over the conduct of all elections in Malawi.

In accordance with Section 13 of the Malawi Electoral Commission Act, the Commission seeks to appoint suitably qualified persons with relevant experience to fill the following vacant position within its secretariat:

Responsible to: ICT Manager

Purpose

To lead the design and administration of database systems that facilitate MEC business operations.

Key duties & Responsibilities

The Senior Database Administrator will perform the following:

  • Leading and supervising the database administration section.
  • Overseeing the day-to-day operations of MEC database systems
  • Designing database structures for new systems.
  • Developing or testing new database applications.
  • Installing and upgrading database software to ensure that it is compatible with current technology standards.
  • Controlling access permissions and privileges,
  • Maintaining MEC’s database systems, performance tuning, capacity planning, monitoring critical events and documentation.
  • Monitoring database performance to ensure optimal performance at all times.
  • Maintaining data integrity to ensure that it meets international standards regulation on security and compliance.
  • Developing and implementing disaster recovery procedures that ensures business continuity in case of equipment failure or natural disaster.
  • Creating and executing backup procedures to protect data from loss or corruption.
  • Recommending improvements to database security measures to present unauthorized access or misuse of data.
  • Providing technical support for the organization’s database applications.
  • Producing appropriate reports as required from time to time.

Requisite Academic Qualifications and Experience Desired

  • Master of Science in either Database Administration or Management
  • Information Systems or any IT related field.
  • Minimum of Three (3+) years of experience in database administration and Database Architecture.
  • MCDBA certifications preferred.
  • Microsoft Certified Database Administrator preferred.

Core competences

  • Extensive experience with database technologies (MySQL, MS SQL, PostgreSQL Oracle, MongoDB).
  • Experience with cloud services (AWS Microsoft).
  • Knowledge, of the TCP/IP protocol suite; Security Architecture; and securing and handling operating systems and Applications.
  • Conversant with database languages DDL, DML, DCL and TCL
  • Experience with multiple server environments.
  • Ability to learn quickly and work independently or as part of a team.
