Malawi Electoral Commission

The Malawi Electoral Commission, “the Commission”, is a body corporate created under Section 75(1) of the Constitution, to supervise, direct and preside over the conduct of all elections in Malawi.

In accordance with Section 13 of the Malawi Electoral Commission Act, the Commission seeks to appoint suitably qualified persons with relevant experience to fill the following vacant position within its secretariat:

Responsible to: Senior Systems Analyst
Location: MEC Head Office

Purpose

To ensure smooth running of MEC MIS and manage performance of MEC-wide systems that support implementation of programs and ensure access to accurate, up to date and useable information.

Key duties & Responsibilities

  • Developing, customizing and maintaining business applications for the Commission;
  • Performing back-ups for software and application packages and arranging for safety for safety storage for easy retrieval;
  • Leading the development, management and maintenance of the MEC website;
  • Facilitating ICT related training for the Commission and stakeholders;
  • Supervising the IT helpdesk function;
  • Initiating innovative and cost effective ICT systems for the Commission and recommending the same to Supervisors.
  • Testing and troubleshooting recently implemented plans for efficiency within the commission.
  • Managing system implementation and integration under strict deadlines and budget restrictions.
  • Creating analysis reports to represent the cost-benefit of proposed upgrades
  • Gathering and analyzing system requirements, designing. And documenting systems.
  • Facilitating communication between various stakeholders to ensure system quality and performance.
  • Reviewing current IT systems to identify issues and propose
    Improvements.

Qualification

A Bachelor’s Degree in Information Technology, Computer Science related discipline plus at least two (2) years relevant work experience.

Age

25 – 35 years

Core competence

  • Should have strong analytical skills for assessing systems and data.
  • Should have technical skills in understanding and working with IT systems.
  • Problem-solving skills in addressing and rectifying system-related issues.
  • Communication skills in liaising with stakeholders and training users.
