Baylor College of Medicine Children’s Foundation – Malawi (BCMCF-M) is a not-for-profit organization working in partnership with the Malawi Government in the health sector. BCMCF-M is seeking qualified candidate to fill the position of:

     Position: M&E Officer
     Contract Duration:  1 year (possibly renewable)
     Position Type:  Full Time

     Location:  Lilongwe- COE

    Reports to: Senior Monitoring, Evaluation and Research Officer

Position Description and Responsibilities

The Monitoring & Evaluation (M&E) Officer will provide day-to-day management of the monitoring and evaluation activities related to Baylor programs; including working with project staff, implementing partners and key stakeholders. This position is based at Baylor COE in Lilongwe and reports directly to the Senior Monitoring Evaluation and Research (SMER) Officer.

ROLES AND RESPONSBILITIES

  • Supervise and support all M&E activities at Baylor College of Medicine.
  • Provide M&E technical support to the projects in relation with programing requirements.
  • Support all M&E initiatives for assigned project including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.
  • Participate in creating and implementing a framework and procedures for the monitoring and evaluation of project activities.
  • Participate in M&E and other TWGs and provide insight support to the program.
  • Review weekly, monthly and quarterly data before submission to Donors and provide feedback on data discrepancies between program, DHA and Partner review file.
  • Prepare weekly, monthly, quarterly and annual program reports and assist in preparing program data and reports to Donors.
  • Support defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the project.
  • Create tools and their revisions as well as data collection procedures under the supervision of the Senior MER Officer (e.g. project performance tracking, indicators, data flow chart, M&E manuals)
  • Suggest ways to facilitate data collection and the flow of data within Project teams.
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions along with Senior MER Officer.
  • Perform regular field visits to ensure the quality of data collected by Project staff and to verify the accuracy of reported data.
  • Analyze changes and patterns in KPI indicator data and performance reports in order to support Project staff and/or Senior MER Officer.
  • Compile, review and analyze monthly reports with the Senior MER Officer to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting.
  • Any other duties assigned by the supervisor

Competencies and experience Required

  • Minimum of three years professional experience in M&E positions of increasing seniority with responsibility for implementing M&E activities of development projects;
  • Bachelor degree plus a certificate in M&E, statistics, or development preferred;
  • Experience designing and managing clinical research database systems;
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans;
  • Strong knowledge of the HIV/AIDs management;
  • Good level of proficiency in Windows Excel and quantitative analysis;
  • Demonstrated ability to train and build capacity of others;
  • Strong interpersonal skills;
