Malawi School of Government (MSG)

The Malawi School of Government (MSG) is a higher education Statutory Corporation established through an Act of Parliament No. 33 of 2022, which amalgamated the former Malawi Institute of Management (MIM) and Staff Development Institute (SDI). The School comprises a Corporate Office and two campuses, Kanengo (former MIM) and Mpemba (former SDI). The main mandate of MSG is to develop and deliver human resource development programmes and build the capacity of the public and private sector through training, research, consultancy, and advisory services to improve service delivery in Malawi.

DIRECTOR OF ADMINISTRATION

Job Summary

To provide leadership in the provision of administrative day-to-day operations, human capital development, and estate services.

Key Duties and Responsibilities

Management

  1. Develop, review, and implement administrative policies, plans, strategies, procedures, guidelines, regulations and budgets.
  2. Develop Standard Operating Procedures for MSG.
  3. Service relevant statutory and ad-hoc committees.
  4. Analyse and consolidate MSGs quarterly and annual administration reports for submission to the Director General.

Administration

  1. Coordinate and monitor the provision of office, security, fleet management, and outsourced services, including legal matters.
  2. Organize and monitor ceremonies and other MSG congregation functions.
  3. Coordinate daily operational functions.
  4. Develop, maintain, and monitor efficient and effective MSG records and information management systems.
  5. Coordinate the development, maintenance, and leasing of School estates.
  6. Negotiate contracts and agreements of the School.

Human Resource Management

  1. Oversee human resource requirements and manage staff in collaboration with the HR department.
  2. Monitor the provision of health care, insurance and staff pension services.
  3. Allocate work and appraise staff.

Networking

  • Establish and maintain partnerships with government, the public and private sectors, development partners and the international community.

Qualification and other attributes

  • Master’s degree in Management, Public Administration, Business Administration or related fields from an accredited or recognised University by the National Council for Higher Education.
  • 5 years’ relevant experience at management level and engaging at the Board level in organisations of comparable scale in the private or public sectors in administrative matters.

Requisite Knowledge, Abilities, and Skills

  • Strong leadership skills, analytical and strategic thinking abilities.
  • Reliable and self-motivated.
  • Broad knowledge of MSG’s business departments and their functions.
  • Diplomatic with strong negotiation and advocacy skills.
  • Ability to assess complex problems and develop innovative solutions to sustain change.
  • Excellent interpersonal, communication and presentation skills.
  • Holds himself/herself to high ethical and moral standards.
