Malawi School of Government (MSG)

The Malawi School of Government (MSG) is a higher education Statutory Corporation established through an Act of Parliament No. 33 of 2022, which amalgamated the former Malawi Institute of Management (MIM) and Staff Development Institute (SDI). The School comprises a Corporate Office and two campuses, Kanengo (former MIM) and Mpemba (former SDI). The main mandate of MSG is to develop and deliver human resource development programmes and build the capacity of the public and private sector through training, research, consultancy, and advisory services to improve service delivery in Malawi.

Malawi School of Government would like to recruit suitably qualified, highly motivated, solution-focused, result-oriented and astute Malawians to fill the following positions tenable at Malawi School of Government:

DIRECTOR OF FINANCE AND INVESTMENT

Job Summary

To provide leadership in resource mobilisation and management of investments and financial resources.

Key Duties and Responsibilities

Management

  1. Develop, review, implement and monitor financial, stores, and investment policies, plans, strategies, procedures and regulations.
  2. Lead the development, review, and implementation of the school’s annual budget.
  3. Develop, review, and monitor the implementation of financial risk management systems.
  4. Establish a sound fiscal position for MSG
  5. Design and monitor the implementation and effectiveness of internal controls.
  6. Comply with statutory obligations.
  7. Represent the School on financial matters involving Government and other stakeholders.
  8. Mentor and appraise staff.
  9. Service relevant statutory and ad-hoc committees.
  10. Analyse and consolidate MSG’s quarterly and annual financial performance reports for submission to the Director General.

Treasury Management and Investments

  1. Present sound investment proposals to management and oversee the implementation of investment projects.
  2. Advise MSG management and staff on financial matters and ensure that best financial practices are implemented.
  3. Mobilize resources and monitor their effective and efficient utilisation.
  4. Establish and maintain partnerships with financial institutions, professional advisers and other relevant stakeholders on investment matters.
  5. Manage working capital for MSG.

Reporting and Auditing

  1. Prepare timely accounts for audit
  2. Prepare monthly and quarterly management accounts, annual financial statements and other reports as required.
  3. Manage external audit services.

Qualification and other attributes

  • A professional qualification such as ACCA, CPA, and CIMA plus a Master’s degree in a finance-related field from an accredited or recognised University by the National Council for Higher Education.
  • 5 years of relevant experience at management level and engaging at the Board level in organisations of comparable scale in the private or public sectors in financial planning, management and reporting, management accounting, financial accounting, fiscal management, risk management and capital development projects.

Requisite Knowledge, Abilities, and Skills

  • Excellent understanding of the Malawi Higher Education environment.
  • Diplomatic with strong negotiation and advocacy skills and an ability to work effectively with a wide range of stakeholders.
  • Analytical thinking and ability to assess complex problems and develop innovative solutions to sustain change.
  • Demonstrated ability to make data-driven solutions, including a solid grounding in data analysis techniques.
  • Excellent interpersonal, communication and presentation skills.
  • Holds himself/herself to high ethical and moral standards.
