Malawi School of Government (MSG)

The Malawi School of Government (MSG) is a higher education Statutory Corporation established through an Act of Parliament No. 33 of 2022, which amalgamated the former Malawi Institute of Management (MIM) and Staff Development Institute (SDI). The School comprises a Corporate Office and two campuses, Kanengo (former MIM) and Mpemba (former SDI). The main mandate of MSG is to develop and deliver human resource development programmes and build the capacity of the public and private sector through training, research, consultancy, and advisory services to improve service delivery in Malawi.

DIRECTOR OF PROFESSIONAL TRAINING

Job Summary

To provide leadership and oversee the design, coordination, and management of MSG’s professional training programme.

Key Duties and Responsibilities

Management

  1. Develop and implement a strategic professional training roadmap that is aligned with MSG’s mission and goals,
  2. Develop and implement strategies to enhance the Directorate’s overall performance and impact.
  3. Develop, implement, and monitor policies, plans, strategies, and guidelines for MSG’s professional training component.
  4. Coordinate the recruitment and training of a high-performing professional training team.
  5. Conduct performance evaluations and provide feedback to staff.
  6. Service relevant committees.
  7. Analyse and consolidate MSGs quarterly and annual professional training reports for submission to the Director General.

Professional Training

  1. Oversee the development and delivery of high-quality mandatory induction, refresher, promotional and other professional training programmes, workshops, and seminars.
  2. Collaborate with subject matter experts and Campus Directors to design and deliver relevant and impactful training curricula.
  3. Spearhead effective professional training delivery approaches and processes, including ODEL.

Quality Assurance

  1. Implement quality assurance measures and standards for MSG’s professional training programme.
  2. Monitor compliance with quality standards.
  3. Research, Consultancy, and Advisory services.
  4. Initiate and undertake research projects, consultancies and advisory programmes, including tracer studies.
  5. Promote publishing of research findings in peer-reviewed academic journals, policy briefs, and other relevant outlets.
  6. Provide advisory services to clients by offering insights and strategic recommendations.

Networking

  1. Cultivate, establish, and maintain partnerships and links for professional training with the government, the public and private sectors, development partners, and the international community.
  2. Collaborate with local and international partners to develop joint professional training initiatives, secure funding, and expand MSG’s reach and impact.
  3. Represent the School at conferences, industry forums, and other events to enhance its professional training profile locally and internationally.

Capacity Building and Training

  1. Conduct staff training needs assessment and provide training, coaching, and mentorship to MSG staff to enhance their skills, knowledge, and performance.
  2. Promote knowledge sharing and best practices in professional training services.
  3. Develop and maintain knowledge repositories, tools, and resources to support effective professional training services.

Financial Management and Resource Mobilisation

  1. Develop and manage the annual budget for professional training.
  2. Ensure efficient allocation of resources and adherence to financial guidelines.
  3. Monitor financial performance against targets and implement corrective actions where necessary.

Qualification and other attributes

  • Master’s Degree in Education, Public Administration, Leadership and Management, Economics, Social Sciences, and related fields from an accredited or recognised University by the National Council for Higher Education.
  • PhD in a relevant field is an added advantage.
  • 5 years’ relevant professional training experience.
  • Expertise in professional training programme development, adult learning principles, curriculum design, and instructional design and delivery.

Requisite Knowledge, Abilities, and Skills

  • Strong leadership and management skills to oversee professional training, develop and implement professional training policies and processes, and ensure professional training excellence within MSG.
  • Exceptional communication skills to effectively engage with internal and external stakeholders on matters relating to professional training.
  • Excellent problem-solving and decision-making skills to address professional training issues and challenges promptly and effectively.
  • Ability to analyse and interpret data related to professional training programs for continuous improvement.
