Malawi School of Government (MSG)

The Malawi School of Government (MSG) is a higher education Statutory Corporation established through an Act of Parliament No. 33 of 2022, which amalgamated the former Malawi Institute of Management (MIM) and Staff Development Institute (SDI). The School comprises a Corporate Office and two campuses, Kanengo (former MIM) and Mpemba (former SDI). The main mandate of MSG is to develop and deliver human resource development programmes and build the capacity of the public and private sector through training, research, consultancy, and advisory services to improve service delivery in Malawi.

Malawi School of Government would like to recruit suitably qualified, highly motivated, solution-focused, result-oriented and astute Malawians to fill the following positions tenable at Malawi School of Government:

CAMPUS DIRECTOR (2 POSITIONS, ONE FOR KANENGO AND THE OTHER FOR MPEMBA)

Job Summary

To lead, manage and develop the Campus towards the achievement of MSG’s mandate and its programmes.

Key Duties and Responsibilities

Management

Develop and implement Campus annual workplans, programmes, and budgets based on MSG’s strategic plan.

  1. Monitor the implementation of the campus work plan and targets and ensure its achievement.
  2. Provide academic and administrative oversight for the departments and service units of the Campus.
  3. Enforce compliance with statutory and regulatory requirements.
  4. Supervise the effective working of all Campus staff in delivering MSG’s strategic objectives.
  5. Implement the School’s Performance Management system at the Campus level.
  6. Service relevant statutory and ad-hoc committees.
  7. Provide regular reports to the Director General on key deliverables for implementing the MSG’s strategy.

Financial Management and Resource Mobilization

  1. Develop strategies/tactical plans to support resource mobilisation for the school.
  2. Ensure efficient allocation of resources and adherence to financial guidelines.
  3. Oversee the financial health and performance of the Campus.
  4. Implement internal control systems at the Campus level.
  5. Manage the Campus’s physical resources and facilities.

Quality Assurance

  1. Maintain high standards of professional training, academic teaching and learning, research, consultancy, and advisory services on campus.
  2. Monitor the implementation of professional and academic training, research, consultancy, and advisory services and ensure compliance with the school’s and Malawi’s regulations and standards.
  3. Facilitate the accreditation of the Campus and its programmes.

Qualifications and Other Attributes

  • Master’s degree in Management, Public Administration, Business Administration, Law, Economics, and related fields from an accredited or recognised University by the National Council for Higher Education
  • PhD in a relevant field is an added advantage.
  • At least 5 years of relevant experience in management, leadership training, research, and other areas relevant to the functions and responsibilities of MSG.

Requisite Knowledge, Abilities and Skills

  • Strong knowledge of higher education and professional training processes and standards.
  • Excellent leadership, management, team building, and organisational skills.
  • Excellent analytical, written, verbal, and communication skills.
  • Reliable – consistently delivering and following through on agreed commitments and deadlines.
  • Change agent – capable of leading and overseeing the implementation of MSG structures, systems, and processes at Campus level.
  • Holds himself/herself to high ethical and moral standards.
