Overview

Jhpiego is an international, non-profit health organization affiliated with Johns Hopkins University. Jhpiego develops innovations to enhance the capacity of health care workers, strengthening health systems and improve delivery of care towards improving health and well-being. Jhpiego has been collaborating with the Government of Malawi and various partners in implementing a wide-range of interventions in maternal, newborn and child health, family planning, HIV/AIDS prevention and care, and treatment since 1999.

Jhpiego seeks to recruit a highly motivated Senior Finance and Administration Manager to be based in Lilongwe. The Senior Finance and Administration Manager will lead the Finance, Administration, IT, and Procurement Teams. S/he is responsible for fiscal oversight, compliance, and management across the entire Jhpiego Malawi Country Program. S/he will work closely with senior management, finance and administration, and the human resource teams across Jhpiego Malawi’s country operations to ensure compliance with Jhpiego, Johns Hopkins University, donor, and Government of Malawi regulations.

Responsibilities

Management (Financial Management, Policies and Procedures, and Administration)

  • Manage the effective utilization of the project financial management system to ensure timely and accurate financial tracking, reporting and in compliance with Jhpiego policies.
  • Provide supervision, guidance, and mentorship to staff and ensure team spirit within the finance and administrative teams.
  • Ensure adequate internal controls, policies, and procedures are in place to ensure compliance with Jhpiego and donor requirements.
  • Review and administer sub-agreements, monitor grant payments, and ensure compliance with award terms and conditions.
  • Assist program staff to develop work plans and annual budgets for the project and office costs.
  • Ensure all program budgets are tracked according to funding ceilings and ensure monthly reporting to program teams on expenditure. Alert the project director, project manager, and Country Director immediately of any variances, including under- or over-spending, and propose immediate solutions.
  • Ensure the financial integrity of data in QuickBooks. Closely review financial transactions for allowability and allocability. Ensure financial transactions are recorded accurately in QuickBooks.
  • Conduct the final review of the end-of-month and end-of-year financial reports and payroll prior to submission to the Country Director.
  • Prepare and submit reports to donors as per the grant agreements.
  • Collaborate with internal and external auditors and ensure prompt implementation of their recommendations.
  • Ensure compliance with Government of Malawi legal and statutory requirements and ensure timely submission of statutory payments (i.e. registration, VAT/Tax reporting, filing tax returns, business licenses, payroll and other taxes, etc.)
  • Provide oversight on overall office management policies, procedures, processes, and systems to ensure optimal support in the Lilongwe and field offices.
  • Ensure that new systems developed in the Lilongwe office are rolled out to field offices
  • Work with the office security team to regularly review and update office safety and security manual, systems and procedures.
  • Oversee lease agreements and other contracted vendor agreements.
  • Ensure assets and inventories are well maintained and annual physical verifications are undertaken.
  • Ensure that all procurement procedures and processes adhere to donor requirements, including where waivers and prior approval are required.
  • Manage the IT team and ensure there is adequate IT support and resources as needed.

Required Qualifications

  • Advanced degree in Accounting, Finance, Business Administration
  • Qualified accountant with CPA, ACCA or equivalent
  • 10 years of post-qualification experience in financial management with 5+years in a similar position in a reputable NGO or development agency
  • Ability to communicate and to confidently engage with high ranking government and donor partners
  • Trustworthy and track record of impeccable integrity
  • Conversant with USAID/USG financial guidelines/regulations
  • Computer literacy, particularly working knowledge of QuickBooks and MS office
