INVITATION TO TENDER FOR THE PROVISION OF DEDICATED INTERNET SERVICES
1. Background
Banja La Mtsogolo (BLM) is a Malawian Non-Governmental Healthcare Organization established in 1987. BLM provides quality Family Planning and Reproductive Healthcare including HIV/AIDS information and General Health services. BLM is a senior member of the MSI Reproductive Choices Partnership which works in 43 countries. BLM serves over 800,000 clients annually and makes a significant contribution to national family planning objectives. The organization has national coverage, operating through 23 clinics, and numerous Dedicated outreach clinic sites.
2. Purpose
The purpose of this Request for Proposal (RFP) is to invite both technical and financial proposals from experienced and effective service providers with hands on technical know-how in provision of High Quality and Reliable Internet Connectivity Services. BLM operates a hybrid of local and cloud hosted systems including but not limited to, Microsoft Office 365 suite, Virtual Contact Centre, Real-time Reporting Systems, Video Tele-conferences, Remote VPN clients and a hosted PBX system that requires reliable, high-capacity connectivity with minimal downtime internet.
3. Scope
The successful bidder shall be expected to fulfil and provide the following:
- Dedicated Fiber internet services for a period of one (1) year covering February 2025 to January 2026.
- Low latency (<50 ms) and high uptime (99.9%) internet
- Redundant connections (dual or multiple) for failover purposes
- Service Level Agreement (SLA) with clear Key Performance Indicators (KPIs) and financial obligations.
- Submit Technical and Financial proposals – for at least 25Mbps upstream and downstream link with /29 public IP subnet with 6 usable Public IPs
- DNS Hosting services\
- Bidders must also provide 24/7 technical support and monitoring tools (usage, capacity, and performance).
4. Eligibility
Eligible firms must meet the following:
- Must be duly registered and accredited by relevant regulatory bodies in Malawi.
- Proven tax compliance. Submit VAT, EFD, WHT certificates.
- Must provide references of at least five clients to whom they are providing similar services. Include the contact information (names, company or organization, phone number and email).
5. Delivery of Bidding Documents
Interested Dedicated Internet Service firms should submit their Technical and Financial bids in sealed envelopes clearly marked “BLM TENDER FOR THE PROVISION OF DEDICATED INTERNET SERVICES TO THE INTERNAL PROCUREMENT AND DISPOSAL COMMITTEE”.
Tenders should be hand-delivered to the Tender Box at Banja La Mtsogolo Reception, Banja House, Along Paul Kagame Highway, Lilongwe by 14:30 hrs on Friday, 10th January 2025. Late submissions will be rejected.
6. Opening of Bidding Documents
Bids will be opened in the presence of the bidders’ representatives who choose to attend in person in the Board Room at Banja La Mtsogolo, Banja House, Along Paul Kagame Highway, Lilongwe at 14:30 hrs on Friday, 10th January 2025.
