Invitation to Express Interest in Consultancy – MALDENT End of Project Evaluation

The Kamuzu University of Health Sciences (KUHeS) is a relatively new University formed by merging the College of Medicine and the Kamuzu College of Nursing, and established by an Act of Parliament (No. 20 of 2019).
It is a comprehensive health and allied health sciences University and intends to train more health professionals that are globally competent but locally relevant.
The Scottish Government through the University of Glasgow entered into agreement with the Malawi Government in October 2018 to establish a Dental School at the then College of Medicine (now KUHeS) to train Dentists within the Faculty of Medicine (now School of Medicine and Oral Health). KUHeS implements various projects as part of its community engagement and outreach. It has campuses in Blantyre, Lilongwe and Mangochi
BACKGROUND
With funding from the Scottish Government and other partners, KUHeS has been implementing “Towards a Dental School for Malawi – The MalDent” project in two central hospitals of Kamuzu Central Hospital (KCH) and Queen Elizabeth Central Hospital (QECH), and the Mahatma Gandhi campus in Blantyre.
The Project aims were to firstly establish an undergraduate dental degree, Bachelor of Dental Surgery (BDS), programme within the School of Medicine and Oral Health of the KUHeS (formerly Faculty of Medicine, College of Medicine, University of Malawi) which would train Malawi dentists who are globally competent and locally relevant and will be able to provide support for the delivery of a national oral health programme. The second aim was to develop, with the Ministry of Health, College of Medicine and Scottish partners, a national oral health strategy as recommended by the World Health Organisation. This will include a national prevention programme aimed at children and based on a version of the well-proven Scottish Childsmile programme.
The objectives of the MalDent Project were:
- Establish a Bachelor of Dental Surgery degree programme at KUHeS
- Develop a National Oral Health Policy led by Ministry of Health
- Design a purpose-built infrastructure to host the Dental School in Malawi
- Conduct a National Child Oral Health Survey
- Establish a child dental caries prevention programme
The project was initiated in November, 2018 at the Mahatma Gandhi campus in Blantyre with its practicum sites stationed at Kamuzu Central Hospital and Queen Elizabeth Central Hospital. Financial support was mainly received from Scottish Government whilst technical assistance was provided by various partners including University of Glasgow, University of Dundee, Royal College of Physicians and Surgeons of Glasgow, World Health Organisation, Medical Council of Malawi, Dental Association of Malawi, Henry Schein Dental, The Borrow Foundation, Bridge Aid, Dentaid, Smileawi, NHS Scotland, Medical Aid International, Childsmile, and Malawi’s Ministry of Health. The project implemented various interventions until March 2024.
Purpose of the Evaluation
This is a mandatory end of project evaluation required by the Scottish Government. The purpose of the evaluation is to document the extent to which project interventions have impacted the Oral Health in Malawi. Specifically, the evaluation will assess performance in terms of project relevance, project efficiency, project effectiveness, program impact and program sustainability.
Scope of the Evaluation
The evaluation will cover the entire project duration, from November 2018 to July 2024. This will involve assessing project outputs at all levels: the dental surgeons trained through BDS Programme, KUHeS Faculty especially those involved in BDS Programme, quality of care at practicum sites, and project collaborative partners. The evaluation will cover allareas of implementation, including activities delivered by the grant holder as well as technical assistance partners.
KUHeS now invites suitably qualified bidders (individuals) to submit sealed expressions of interest for the consultancy services required to produce an end of project evaluation. The evaluation is expected to be conducted within a period not exceeding 20 days from the day of contract. The consultant is expected to come up with a clear outline of time schedule which will be submitted as part of the inception report
Required qualifications and skills:
- Masters’ degree in Public Health, Epidemiology, Master of Dentistry (MDent) or similar university degree.
- Documented extensive expertise, knowledge, and experience in the field of evaluation of health programmes.
- Minimum 10 years relevant experience in working with health/academic institutions, international organizations and/or development agencies.
- Experience of programme formulation, monitoring and evaluation.
- Good analytical skills and ability to collect and process a large volume of information in a short period of time.
- Ability to review relevant documentation, engage stakeholders efficiently and effectively and to produce high quality written reports in English.
Expressions of interest will be evaluated in accordance with the Public Procurement and Disposal of Public Assets Act of 2017.

Interested eligible bidders must submit sealed expressions of interest, including updated CVs, copies of academic and professional qualifications, and documentation detailing relevant experience. The documents should be submitted to the address below no later than 17 October 2024. Late submissions will not be accepted.
