INVITATION TO BID FOR SUPPLY AND DELIVERY OF MEDICINES AND MEDICAL SUPPLIES
THROUGH
NATIONAL COMPETITIVE BIDDING

1. Central Medical Stores Trust (CMST), with funding from Malawi Government has resources for the procurement of Medicines and Medical Supplies.

2. The Chairperson, Internal Procurement and Disposal of Assets Committee, now invites sealed bids from eligible and qualified bidders for the urgent supply and delivery of Medicines and Medical Supplies:

3. The Bidder must quote for the total quantities of the item (s) offered and bids will be evaluated item by item.
Qualification requirements include past performance as follows;

1. Suppliers with outstanding/overdue deliveries with CMST shall not be considered for award for specific items,
2. History of legal disputes, conviction of a bidder, or its directors or officers, of any criminal offence related to their professional conduct or the making of false statements or misrepresentations as to its qualifications to enter a procurement contract within a period of three years preceding the commencement of the procurement proceedings.

4. Bidding will be conducted through National Competitive Bidding (NCB) procedures specified in accordance with the Public Procurement Act 2017, Public Procurement Regulations (2020) of the Government of the Republic of Malawi.

5. Interested bidders may obtain further information and inspect the Bidding Documents from the Procurement Manager at address given at 10(a) below from 08H00 to 12H00 and 14H00 to 16H00 hours local time (Monday to Friday, except national public holidays).

6. A Bidding Document in English Language may be purchased by interested bidders from the address at 10(a) below upon payment of a non-refundable fee of MK 10,000.00 through bank deposit as at 10(b).

7. Each Bidder will be required to supply the following documents or confirm their acceptance to agree to registration of themselves and the product to be supplied at the time they submit their Bid:

1. The bidder for medicines must have a current valid certificate of Good Manufacturing Practice (c-GMP), certificate of analysis (COA), Certificate of Pharmaceutical Product (COPP) for foreign manufactured products and copies of each must be submitted with the bid.
2. The medicines and medical supplies must have a remaining shelf-life of at least 80% at the time of receipt by the CMST Receiving Store, National Pharmaceutical Warehouse, and Lilongwe, Malawi.
3. The medicines must be registered in Malawi with the Pharmacy, Medicine Regulatory Authority (PMRA) by the time the product is ready for shipment. Copies of product license for each medicine should be submitted together with your bid.
4. The bidder for both medicines and medical supplies must be registered with the Pharmacy Medicines Regulatory Authority (PMRA) by submission of a relevant wholesale license.

8. Bids must be accompanied by a Bid Securing declaration in the format specified in the solicitation documentation.

9. Bids must be deposited in the Tender Box at address 10(c) below on or before 9th September 2024 at 14H00 hours local time. Electronic bidding will not be permitted, and Late Bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address 10(d) below on 9th September 2024 at 14H00 hours local time.
