INVITATION FOR TENDERS
SUPPLY AND DELIVERY OF PVC PIPES AND FITTINGS
REFERENCE NUMBER: SRWB/EIB/PVC/2024/01
DATE OF ISSUE: 16TH DECEMBER, 2024

1. The Government of the Republic of Malawi has received a loan from the European Investment Bank, hereinafter referred to as “the Bank”. The Southern Region Water Board, hereinafter referred to as “the Purchaser”, intends to apply part of the proceeds of the loan, towards the purchase of PVC pipes and fittings.
This Invitation for Tenders is for the contract of the
SUPPLY AND DELIVERY OF PVC PIPES AND FITTINGS.

2. This contract will include the following goods:

Lot 290mm to 40mm PVC Pipes and fittings

3. The contract implementation period shall be 3Months.

4. The criteria to be used in the evaluation are:

4.1 Preliminary Examination

Verification

  1. Bid price shall be in Malawi Kwacha and Euro.
  2. Copies of documents showing legal status and principal place of work from the Registrar of Companies shall be submitted.
  3. Valid Tax Clearance Certificate from the Malawi Revenue Authority shall be submitted.
  4. Bid validity period shall be 120 days.
  5. Bids shall be signed by an authorised person to be legally binding.
  6. Power of Attorney of the signatory of the bid shall be submitted.
  7. Brochures shall be submitted.
  8. Letter of authorisation from manufacturers shall be submitted.

Bid security

  1. Bid security shall be Euro 22,800 for Lot 1, and Euro 3,200 for Lot 2 or in freely convertible currency.
  2. Bid security shall be a Bank certified cheque, a Bank Guarantee from a reputable Bank verified by the originating Bank
  3. Bid security validity period shall extend 28 days beyond the Bid validity period.

COMPLETENESS OF BIDS

I) Bidder shall quote for all items in a Lot.

  1. Bidder shall initial for all erasures.
  2. Bidder shall submit a signed copy of the Corruption
  3. Prevention Policy Declaration form.
  4. Bidder shall submit a signed copy of the ElB Covenant of Integrity.
  5. Bidder shall submit a signed copy of the ElB Environmental and Social Covenant.

SUBSTANTIAL RESPONSIVENESS

  1. Bidder shall respond to technical specifications.
  2. Prices offered shall be fixed.
  3. One bid per lot.
  4. Bidders past performance.

4.2 Post Qualification Criteria

After determining the lowest-evaluated bid in accordance with ITB Sub-Clause 35.1, the Procuring Entity shall carry out the post-qualification of the Bidder in accordance with ITB Clause 36, using only the factors, methods and criteria specified below.

Factors not included in this Section shall not be used in the evaluation of the Bidder’s qualification.

  1. Bidder was not involved in any litigation and non-performance of contract in the last 3 years.
  2. Bidder’s financial position is sound:
    1. Bidder has had a minimum average annual turnover of
      Lot 1: Euro 674,000.00
      Lot 2: Euro 96,000.00 or equivalent in the last three years.
    2. Bidder has liquid assets and/or access to lines of credit of at least
      Lot 1: Euro 168,000.00
      Lot 2: Euro 23,000.00 or equivalent in freely convertible currency.
  3. Experience: Bidder has successfully completed at least two contracts for the supply and delivery of similar materials in the past 5 years, each with a value of not less than
    Lot 1: Euro 150,000.00
    Lot 2: Euro 25,000.00 or equivalent convertible currency.

The Bidder should submit copies of completion certificates or signed contracts to substantiate his experience.

5. All firms are invited to participate in the tender. The procurement shall be conducted through International Competitive Bidding.

7. A complete set of Bidding Documents may be purchased from the office at the address in below upon payment of a non-refundable fee of $20 or equivalent in a convertible currency. On request, against a faxed copy of the evidence of the remittance, the Bid Documents may be sent by courier service if the transport is
previously ordered by the Bidder in his country. The Employer bears no responsibility for the delivery in such a case.

8. A Bid Security of Euro 22,800 for Lot 1, and Euro 3,200 for Lot 2 or equivalent fulfilling the conditions indicated in the Tender Documents must accompany all tenders.

9. All tenders must be delivered in sealed envelopes marked “Supply and Delivery of PVC and Galvanize Materials” not later than 25th January, 2025 at 14:00 hours Malawi time at the following address:
