INVITATION FOR BIDS (IFB)
SUPPLY AND DELIVERY OF VARIOUS STATIONERY ITEMS FRAMEWORK CONTRACT
Date of Issue: 5 July, 2024

1. The Department of Procurement and Supply Services (DPSS) was established by an Act Parliament in 1968 and operates as a Treasury Fund to facilitate the procurement of general supplies required for use in Ministries Departments and Government Agencies (MDAs) at a fair and competitive price.

2. The Department of Procurement and Supply Services (DPSS), under the Office of the President and Cabinet, has allocated funds in its 2024/2025 Annual Budget and intends to use part of the funds for payment of contracts for Supply and Delivery of Various stationery items under framework contracts.

3. The Chairperson of Internal Procurement and Disposal Committee now invites sealed bids from eligible bidders for the Supply and Delivery of Stationery Items on Framework Contracts as follows;

4. Bidding will be conducted through National Competitive Bidding (NCB) procedures and in full compliance with the provisions of Malawi’s Public Procurement and Disposal of Assets Act No. 27 of 2017.

5. Interested eligible bidders may obtain further information and inspect the bidding documents at the address at 10 below from 8:00 am to 12:00 noon and from 1:00 pm to 4:00 pm local time (Monday to Friday, except on Public Holidays).

6. A complete set of Bidding Documents in English may be purchased by interested bidders from the address at 10 below and upon payment of a non-refundable fee of MK 10,000.00 (Ten Thousand Malawi Kwacha only) at the Cash Office from 8:00 am to 12:00 noon and from 1:00 pm to 4:00 pm local Time (Monday to Friday, except on Public Holidays). The method of payment will be cash and a General Receipt will be issued for all payments.

7. The bidding documents will be issued to the bidder immediately upon presentation of an Original General Receipt as proof of payment. Bidding documents will be issued from the Procurement and Disposal Unit (PDU) from 8:00 am to 12:00 noon and from 1:00 pm to 4:00 pm local Time (Monday to Friday, except on Public Holidays).

8. Sealed Bids, clearly marked on the outer envelope with “Tender Description and Reference Number” must be delivered to the address at 10 below {by registering with the PDU and depositing in a tender box located near the main entrance (front door) of Department of Procurement and Supply Services Headquarters in Lilongwe} at or before 10:00 am (local time) on 5th August,
2024. Bids shall remain valid for 150 days after the deadline for bid submission. Electronic bidding will NOT be permitted and late bids shall be rejected and returned unopened.

9. Bidders should take notice that award will be on individual item basis. Bids will be opened in the presence of the bidders’ representatives, who choose to attend at the address at 10 below at 10:00 am (local time) on 5th August, 2024. All bids must be accompanied by a duly Signed Bid Securing Declaration Form on the Bidder’s Letterhead.
