INVITATION FOR BIDS (RE-ADVERTISED)
1.0 The Lilongwe University of Agriculture & Natural Resources (LUANAR), with support from Government of Malawi through the Public Sector Investment Program (PSIP) has set aside funds for procurement of WORKS for Student Accommodation – LUANAR under the Capacity Expansion and Production Knowledge Generation and Application Umbrella program.
1.1 Lot1 – Bunda Campus
{1 No Female Hostel block; Ground plus 3 Floors accommodating 284 Bed space); Rehabilitation of Sports facilities and other Ancillary Structures}
2.0 The Chairperson of Internal Procurement and Disposal Committee, The Lilongwe University of Agriculture & Natural Resources (LUANAR), invites sealed bids from eligible Bidders who are currently registered in the Unlimited Category (Building) with the National Construction Industry Council of Malawi (N.C.I.C).
3.0 ONLY those prospective bidders who have successfully completed at least two (2) similar works of size and magnitude (Multi storey) of not less than 5,000m2 in the past Five (5) Years.
4.0 A Mandatory Pre-Bid and Site Visit meetings will be held on Wednesday, 18th September, 2024 from 09:00am at Proposed Construction Site – Bunda College Campus – off Mitundu 5125 Road. 5.0

6.0 A complete set of Bidding Document in English may be purchased by interested bidders in person upon payment of a non-refundable fee of MKSO, 000.00 at the address in paragraph 5 above between 8:00 a.m. and 4:30 p.m. working days. The method of payment will be in form of cash or bank certified cheque
7.0 Bidding documents will be ready for collection from 11% September, 2024 between 10.00a.m and 4:30p.m on working days ONLY.
8.0 Please note that bidding documents will have to be collected in person upon producing proof of payment and no document will be sent by mail under any circumstances.
9.0 Bidding will be conducted in accordance with the Open Tendering Procedures contained in the Public Procurement and Disposal Act, 2017 and Public Procurement Regulations, 2020 of the Government of the Republic of Malawi.
10.0 Request for clarification (which must be in writing) on bidding documents or general questions must be sent to the address in (5) above at least 14 calendar days before the closing date of the tender.
11.0 Bids will be opened in the presence of the bidders or their representatives, who choose to attend in person at Gateway Administration Block; Floor No.3 at the address in paragraph 10 (c) below at 14:00 hours (local time) on Monday, 281h October, 2024.

12.0 Bidding documents shall be deposited into a Tender box at the reception; Lilongwe University of Agriculture and Natural Resources (Bunda Campus – Gateway Administration Block; Ground Floor) after registration at Procurement Offices at First Floor. Late bids will be rejected and returned unopened. Electronic bidding is not allowed.
13.0 It is the responsibility of each Bidder to ensure that bids are submitted in accordance with “Instructions to Bidders” in the bidding documents, as non-compliance to the instructions will lead to disqualification and rejection of the bid.
14.0 Bids shall be valid for a period of 120 days after bid opening.
15.0 The Lilongwe University of Agriculture and Natural Resources does not bind itself to accept the lowest or any bid, but reserves the right to exercise choice of the lowest evaluated substantially responsive bid in accordance with the law.
