1. The Ministry of Natural Resources and Climate Change has received financing from the African Development Fund/GEF hereinafter called the Bank toward the cost of the implementation of Watershed Management component of SFAD-WM Project, and intends to apply part of the proceeds toward payments under the contracts for water quality monitoring and solar equipment. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The Government of Malawi has received a grant from the Global Environmental Facility (GEF) through African Development Fund (ADF) in various currencies towards the cost of implementation of the Watershed Management component of SFAD-WM Project. It is intended that part of the proceeds of this financing will be applied to eligible payments under the contract number 012/GEF/G/2022

3. The Department of Fisheries invites sealed bids from eligible bidders for the Supply and Delivery of Water Quality Monitoring Equipment and Solar refrigeration and accessories as follows;

4. Bidding will be conducted through the Open Competitive Bidding (International), (OCBI) method as specified in the Bank’s Procurement Framework of August, 2021 and is open to all eligible bidders as defined in the Procurement Framework.

5. Interested eligible Bidders may obtain further information from The Project Procurement Specialist, Project Coordination Unit, Department of Fisheries (Capital hill), Department of Fisheries Building P.O. Box 593, Lilongwe Malawi or robertkafakoma@ymail.comnsauka@yahoo.co.uk; And inspect the bidding document during office hours at 9:30am to 12:00pm and from 1:30 pm to 4:30pm in the afternoon.

6. A complete set of electronic bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of MK10,000.00 (Ten Thousand Kwacha only). The method of payment will be cash or bank certified cheque and a receipt will be issued for all payments from the Cash or bank certified cheque. The Bidding Documents will be collected by bidder immediately upon payment or be sent by express mail or courier in which case the applicant/bidder should clearly indicate the delivery address and bear the costs.

7. Bids must be deposited in a tender box located at Project Coordination Unit, Room No 16, Department of Fisheries Building (Capital Hill), on or before Monday, 2nd September, 2024 at or before 14:30Hours.

All bids must be accompanied by a bid security (Bank Guarantee or Bank Certified Cheque) of not less than MK5 Million or its equivalent.

8. Bids will be opened in the presence of bidders’ representatives who choose to attend at 14:30hours Malawi local time on Monday, 2nd September, 2024, at the Department of Fisheries Building (Capital Hill), Main Conference Room. Electronic bidding will not be permitted. Late bids will be rejected.
