Invitation for Bids (IFB) for MV Line Extension, Wiring of Houses and Public Institutions. Ndawala Il Project

1. The Malawi Government acting through Ministry of Energy has budgeted resources for implementation of Ndawala Il Project. The objective of Ndawala lI Project is to increase access to electricity in rural communities thereby contributing to Government’s goal of reducing poverty and transforming the rural economies.
One option of implementing this objective is to assist the low income households in accessing electricity through Ndawala II Project by Wiring their houses and Public Institutions in rural areas.
2. The Ministry of Energy now invites sealed bids from eligible electrical contractors Who are registered with NCIC, MERA and PPDA for MV line extension and Wiring of Houses and Public Institutions, for wiring works, the Contractor shall procure all materials except Ready Boards.
3. The Procurement method shall be National Competitive Bidding (NCB) and will be Conducted in accordance with the National Procurement Laws of Malawi.
4. Interested Bidders must provide valid copies of the following documents:
- Valid Business Registration Certificate and Business Premises licences from Councils.
- Valid License from Malawi Energy Regulatory Authority (MERA) to carry out works of this nature in Class C category, a JV with Class D contractor will be accepted.
- Valid Registration Certificate with National Construction Industry Council 100 Million Category.
- Valid PPDA certification
5. Interested eligible bidders may obtain further information from, and inspect/ purchase the Bidding Document at the address given below from Monday to Friday from 8:00 am to 4:30 pm, except public holidays and lunch hour, at the office of:

6. A complete set of Bidding Document in English may be obtained by interested bidders at the address in paragraph (5) above upon payment of a non-refundable fee of Ten Thousand kwacha (MK10,000.00). Payment will need to be made in the Ministry’s Cash Office and the method of payment shall be in form of cash or bank certified cheque. Selling of bidding document shall start on 24th June 2024 and collection of bidding document will be from the Ministry’s Procurement Disposal Unit upon payment of the stated fee.
7. Interested bidders are free to bid for any number or combination of lots.
8. Completed and sealed Bids marked with the Procurement reference number and the Lot No.(s) applied for and accompanied by Bid Securing Declaration must be deposited in the tender box placed at the reception at the address below on or before 10:00 hours (Local Time) on Wednesday the 24th of July 2024. Late Bids shall be rejected.

10. Bids will be closed and opened at 10:00 hours local time on 24th July, 2024, in the conference room at the address in paragraph (10) above in the presence of bidders or their representatives who may wish to attend
11. Construction completion period 3 (Three) months 90 days.
12. Bids shall remain valid for 150 days after the deadline for bid submission.
