1. The Government of Malawi has received financing from the World Bank toward the cost of the Food Systems Resilience Program (FSP), and intends to apply part of the proceeds toward payments under the contract for Designing, Installation and Commissioning of Management Information System for Project Implementation under the Malawi Food Systems Resilience Program (FSRP).
2. The Ministry of Agriculture – Food Systems Resilience Program, now invites sealed Bids from eligible Bidders for Designing, Installation and Commissioning of Management Information System for Project Implementation within six (6) months to nine (9) months, in Lilongwe.
3. Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” of September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Agricultural Commercialisation (AGCOM) Offices – Food Systems Resilience Program (FSP), during office hours i.e., 09.00 hours to 17.00 hours, at the address NO 1 given below.
5. The bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Twenty Thousand Malawi Kwacha (MK20,000.00). The method of payment will be cash or electronic transfer to the Purchaser’s bank account. The document will be sent by email or collected electronically through a memory flash.
6. Bids must be delivered to the address No 2 below on or before 10.00 hours local on 13th December, 2024.
Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address No 2 below on 13th December, 2024.
7. All Bids must be accompanied by a “Bid-Securing Declaration”.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
