Date of Issue: 25th July, 2024

1 The Government of the Republic of Malawi, under the Ministry of Transport and Public Works, has budgeted funds and intends to apply part of the proceeds of these funds towards procurement of Works for the Directorate of Road Traffic and Safety Services (DRTSS). The Directorate of Road Traffic and Safety Services now invites sealed bids from eligible bidders for the procurement stated in the table below:

2. The Chairperson, Internal Procurement and Disposal Committee, Ministry of Transport and Public Works, invites sealed bids from eligible Bidders who are currently registered in the 1 Billion and above Category with the National Construction Industry Council of Malawi (N.C.I.C).

3. Bids shall be evaluated through the National Competitive Bidding procedures specified in the Malawi Public Procurement and Disposal of assets (PPDA) Act 2017 and its associated Regulations of the Republic of Malawi.

4. A detailed bidders qualification requirements and evaluation criteria can be found in the bidding document for this tender process.

5. A complete set of the Bidding documents in English language may be purchased by interested bidders upon payment of a non-refundable fee of MK5, 000.00 (Five Thousand Kwacha). The method of payment will be cash. The bidding documents can be purchased at the following address from Monday 25th July, 2024.

6. Please note that Bidding Documents will have to be collected in person and no document will be sent by mail under any circumstances.

7. Bidders must attend a mandatory pre-bid meeting/site visit to be held on as follows:
Place – Directorate of Road Traffic East Offices
Time – 10:00 Hours
Date – 7th August, 2024

8. Bids shall be delivered by depositing the package in the Tender box located on the entrance of the Directorate of Road Traffic and Safety Services Headquarters no later than 23rd August, 2024, 10:00hrs Malawi local time. Electronic submission will not be accepted. Late bids will be rejected and retumed unopened. Public bid opening event will be held after closing period for the reception of bids. Bidders and/ or their representatives and members of the general public, may attend the opening. Below is the address for bid submission:

10. It is the responsibility of each Bidder to ensure that bids are submitted in accordance with “Instructions to Bidders” in the bidding documents, as non-compliance to the instructions will lead to disqualification and rejection of the bid

11. Bids shall be valid for a period of 120 days after bid opening.

12. The Malawi Government does not bind itself to accept the lowest or any bid, but reserves the right to exercise choice of the lowest evaluated substantially responsive bid in accordance with what it considers to be in its best interest.
