NATIONAL COMPETITIVE BIDDING
CONSTRUCTION OF 1 NO. 1-STOREY DISTRICT LAND REGISTRY OFFICE AND ASSOCIATED EXTERNAL WORKS IN NKHATABAY DISTRICT
1. The Government of the Republic of Malawi, through the Ministry of Lands, budgeted some funds and intends to apply part of the proceeds of these funds towards the cost of Construction of 1 no. 1-Storey District Land Registry office and associated external works in Nkhatabay District.
2. The Chairperson, Internal Procurement and Disposal of Assets Committee in the Ministry of Lands, now invites sealed bids from eligible and interested Bidders who are currently registered in Unlimited Category (Building) with the National Construction Industry Council of Malawi (NCIC).
The short-listing criteria is:

3. Electronic Bidding documents will be available upon payment of a non-refundable fee of MK30, 000.00 per LOT, from 31st July, 2024 between 8:30 to 16:30 hours. Payment must be in cash or Bank certified cheque.

5. Please note that bidding documents will have to be collected in person and no document will be sent by mail under any circumstances.
6. Bidders must attend a mandatory pre-bid meeting to be held at 09:00 local time on 9th August, 2024 at the address in (9) below.
7. Bidding will be conducted in accordance with the open tendering procedures contained in the Public Procurement and Disposal Act, 2017 and Public Procurement Regulations, 2020 of the Government of the Republic of Malawi.
8. Requests for clarification (which shall be in writing) on bidding documents or general questions must be sent to the address in (9) below at least 10 calendar days before the closing date of the tender.
9. Bids must be delivered in sealed envelopes clearly marked with the procurement reference number which shall be returned to the address below on 29th August, 2024 at or before 10:00 hours local time.

10. Bidding Documents shall be deposited into a Tender box after registration. Late bids will be rejected and returned unopened. Bidders and/or their representatives and members of the general public, may attend the bid opening.
11. It is the responsibility of each Bidder to ensure that bids are submitted in accordance with “Instructions to Bidders” in the Bidding Documents, as non-compliance to the instructions will lead to disqualification and rejection of the bid.
12. Bids shall be valid for a period of 180 days after bid opening.
13. The Malawi Government is not bound to accept the lowest or any bid, but reserves the right to choose the lowest evaluated bid.
