1. The Government of Malawi has received financing from the African Development Bank toward the cost of the SADC Sub-Regional Transport and Trade Facilitation Project, and intends to apply part of the agreed amount for this grant to payments under the contract for Provision of Consultancy Services in Financial Literacy, Business and Financial Management.

2. The services included under this project are, but not limited to:

  1. Transform Project Affected Person’s mind-set to inculcate a savings and investment culture.
  2. Develop Knowledge and Skills in Project Affected Persons in managing the compensations received to improve their livelihoods.
  3. Build capacity of the Project Affected Persons to run and manage viable business enterprises and;
  4. Facilitate bonding of social capital in the Project Affected Persons into organised  business groups for collective marketing and access to finance.

3. The duration of the assignment is four (4) months.

4. The Roads Authority now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (cover letter, Curriculum Vitae, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

5. The Individual Consultant should possess the following qualifications and experience:

  1. At least a Bachelor’s Degree in Financial Management, Social Sciences, Agribusiness management, Cooperative Enterprise Management or Value Chain Analysis or its equivalent qualification
  2. A postgraduate qualification in Financial Management, Economics, Social Sciences, Community Development or its equivalent shall be an added advantage.
  3. At least 10 years’ proven experience in formation of Savings and Loan groups, working with rural low income and informal communities.
  4. Must have undertaken at least three similar assignments.

6. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework dated October 2015, ” which is available on the Bank’s website at https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy.

7. A consultant will be selected in accordance with the Individual Consultant method set out in the Procurement Policy.

8. Interested consultants may obtain further information at the address below during office hours (07:30 – 16:30).

9. Expressions of interest must be delivered to the address below by 27th September 2024 at 16:00 hours and mention “Expression of Interest – Provision of Financial Management Training (Individual Consultant)”.
