1. The Government of Malawi has received financing from the African Development Bank toward the cost of the Multinational Nacala Road Corridor Development Project Phase V, and intends to apply part of the agreed amount for this grant to payments under the contract for HIV/STIs Prevention and Management Campaign.

2. The services included under this project are, but not limited to:

  1. Develop training materials on HIV/AIDS and STIs.
  2. Deliver training to the employees of the contractors and consultants on HIV/AIDS, STIs, Gender Based Violence, Child Labour, Child Abuse and Exploitation
  3. Develop IEC materials on HIV/AIDS, Gender Based Violence, Child Labour and Child Abuse and Exploitation.
  4. Conduct public awareness campaigns on HIV/AIDS, Gender Based Violence, Child Labour and Child Abuse and Exploitation in schools along the project road and areas surrounding the border.
  5. In consultation with the district hospitals, conduct VCT following the required protocols and link those that may be found to be HIV positive to be initiated on Anti- Retroviral Therapy (ART).

3. The duration of the assignment is 24 months.

4. The Roads Authority now invites eligible consultants to indicate their interest in providing these services.
Interested consultants must provide information indicating that they are qualified to perform the services (cover letter, Curriculum Vitae, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

5. The Individual Consultant should possess the following qualifications and experience:

  1. At least a Bachelor’s Degree in the Social Sciences, Mass Communication or its equivalent.
  2. A post qualification certification will have an added advantage.
  3. At least five (5) years in running public awareness or civic education campaigns for health and/or HIV/AIDS.
  4. At least three (3) similar assignments under development projects.
  5. Ability to design and communicate gender and HIV/AIDs related messages using audio and visual materials in a simple and concise manner.

6. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework dated October 2015, ” which is available on the Bank’s website at https://www.afdb.org/en/projects-and-operations/procurement/new-procurementpolicy.

7. A consultant will be selected in accordance with the Individual Consultant method set out in the Procurement Policy.
