1. The Government of Malawi has received financing from the African Development Bank toward the cost of the Multinational Nacala Road Corridor Development Project Phase V, and intends to apply part of the agreed amount for this grant to payments under the contract for Road Safety Sensitization.
2. The services included under this project are, but not limited to:
- Conduct a consultation meeting with concerned stakeholders to design targeted interventions for specified locations experiencing high road traffic crash rates.
- Select beneficiaries (schools, students, teachers, public vehicle drivers, crash rescue first responders and rescue workers).
- Prepare training modules, session plans, and knowledge products to guide concerned authorities for further orientation and training.
- Conduct road safety education and training to schoolteachers, students, and public vehicle drivers
- Organize road safety and crash rescue training to frst responders and rescue workers.
- Disseminate knowledge about road safety through project interventions.
3. The duration of the assignment is 2 weeks per quarter for 18 months.
4. The Roads Authority now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (cover letter, Curriculum Vitae, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).
5. The Individual Consultant should possess the following qualifications and experience:
- Minimum of 5 years or above of experience in conducting road safety awareness programs or have prepared training modules and conducted similar educational trainings in the past. Certified training in road safety will be an advantage.
- A master’s degree from a recognized university in areas of Environmental Health Safety (EHS), Safety, Engineering, or related subjects.
- Proficient understanding of road safety principles, regulations, and best practices.
- Excellent communication and presentation skills to effectively engage and interact with targeted participants.
- Those with prior experience as an Emergency Medical Technician (EMT), paramedic, firefighter, emergency evacuation, or in a medical emergency role, bringing real-world insights to training scenarios will add value.
6. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework dated October 2015, ” which is available on the Bank’s website at

7. A consultant will be selected in accordance with the Individual Consultant method set out in the Procurement Policy.
