Millennium Challenge Account Malawi has received financing from the Millennium Challenge Corporation toward the cost of the Accelerated Growth Corridors (AGC)

Project and intends to apply part of the proceeds toward payments under the contract for Selection of an Individual Consultant for Development of Guidelines under the Competition and Fair-Trading Act.

MCC’s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. So when a contract is signed with an Accountable Entity, money is already available to the Accountable Entity and, for most contracts, invoices are paid directly to Offerors by the US Treasury. AE-Malawi now invites applications from eligible offerors for Development of Guidelines under the Competition and Fair-Trading Act.

Bidding will be conducted through the Selection of Individual Consultants procedures as specified in the MCC Procurement and Policy Guidelines (PPG) and is open to all eligible offerors as defined in the PPG.

Consultants interested in submitting Offers should register their interest by sending a completed registration to the Procurement Agent at PAMalawi@charleskendall.com. The subject of the email should be “Development of Guidelines under the Competition and Fair-Trading Act” A copy of the email should also be sent to MCA-Malawi II Procurement Director Andy Koloko at andy.koloko@mca-malawi2.gov.mw.

In the email, Consultants should provide their full contact details. Registering in this manner ensures that consultants receive updates regarding the RFA.

Applications shall be submitted only electronically, using a File Request Link (FRL), which shall expire on the deadline for receipt of Applications as per Clause 15 below.

This is the only acceptable method to submit Applications. Applications submitted by email, email attachment or as hard-copy (by hand, post, courier, etc.) shall be rejected.

Applicants are not required to submit a Financial Offer or to indicate their fees together with the Technical Offer. A Financial Offer (Form 4) shall be required only from the successful Applicant.

The deadline for receipt of Applications is 17th January 2025 at 15:00 PM Local Time.
