Malawi | Women Entrepreneurs Finance Initiative Trust Fund (We-Fi) Grant

GENERAL PROCUREMENT NOTICE

  1. NBS Bank PLC has received a loan from the African Development Bank/African Development Fund to finance the Women Entrepreneurs Finance Initiative Trust Fund (We-Fi) Grant.
  2. The principal objective of this project is to expand NBS Bank’s lending to the underserved women-owned and led small and medium enterprises (WSMEs) in Malawi by enabling NBS Bank’s digital channels and agency banking to provide financial and non-financial services to WSMEs. A consulting firm will be recruited through a competitive bidding process, to deliver the Technical Assistance program to the recipient. AfDB through the Affirmative Finance Action for Women in Africa (AFAWA) program will provide support in the procurement of a consulting firm to align with African Development Bank processes and procedures.
    The procurement process will be a Least Cost Selection (LCS), where it will be based on a two-staged evaluation of technical evaluation and the contract is granted to the firm with the lowest financial bid among those who passed the technical evaluation.
    NBS Bank PLC will use a closed tendering process in accordance with its procurement policy.
  3. The project includes the following components:
    1. Component 1: Enhanced Digital Financial Services. NBS Bank Plc will competitively recruit a digital Banking software provider to design and develop a digital platform.
    2. Component 2: Access to Non-Financial Support (NFS). This component will focus on Learning, Mentoring and Networking of the WSMEs.
  4. Procurement of goods and/or works will be in accordance with NBS Bank’s Rules of Procedure for the Procurement of Goods and Works. Acquisition of the services of consultants will follow the Bank’s Rules of Procedure for the Use of Consultants. Bidding documents are available at the bank’s website (www.nbs.mw).
