Assignment Title: DETAILED DESIGNS, BIDDING DOCUMENTATION AND CONSTRUCTION MANAGEMENT FOR Construction of (2No.) POSTGRADUATE LECTURE ROOMS

The University of Malawi has received financing from the World Bank toward the cost of implementation of the Eastern and Southern Africa Higher Ecucation Centers of Excellence Project (ACE Il) and intends to apply part of the proceeds towards consulting services.
The consulting services (“the Services”) include production of a detailed Designs, bidding documentation and construction management for 2 No postgraduate lecture rooms. The objective of this assignment is for the consultant to prepare a complete set of architectural, structural engineering, mechanical and electrical engineering, and landscape designs for the proposed 2 No postgraduate lecture rooms; and provision of supervision and Project Management services for the project.
The total estimated professional person months of the assignment are 199 person months over a period of implementation of 54 months.

The University of Malawi now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services, Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- Core business and number of years in business.
- Relevant similar experience, which should include the following: Active Architectural design work, with project/ construction supervision/management experience of multi – storey office complexes that take into consideration modern design requirements (energy efficiency and eco-friendly construction), proven professional experience that covers preparation of bid documents, cost estimation, and valuation of works; proven experience in designing and installation supervision of building services (Electrical and Mechanical) in multi-storey office complexes; Experience in preparation of detailed soil investigation reports for complex sites; proven experience in managing/planning environmental issues, social issues, gender and social inclusion issues and occupational health and safety issues and proven experience in Implementation of Internationally accepted Quality Assurance standards.
- Technical and managerial capability of the firm. (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CVs of Staff. (Key experts will not be evaluated at the shortlisting stage).
- Experience in similar working environment.
The attention of interested Consultants is drawn to Section I, paragraph 1.9 of the World Bank’s “Guidelines” Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, January 2011 revised July 2014″ (“Consultant Guidelines”); setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and /or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification selection Method set out in the Consultant Guidelines.
