REQUEST FOR EXPRESSION OF INTEREST CONSULTACY SERVICES – Company (local)

Background

The German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned GIZ to implement the Social Protection Programme (SPP) in Malawi.

Through implementation of the MNSSP II, GIZ SPP seeks to support the Government of Malawi in enhancing the social protection system for the poor and vulnerable parts of the population in terms of performance, identification, and access. The programmes output areas are:

1. Strengthening the capacities of the Poverty Reduction and Social Protection (PRSP) Division as the lead coordinating unit in the social protection sector,
2. Supporting the institutionalization of the Unified Beneficiary Registry (UBR) as a key element of the social protection system in Malawi, and
3. Providing support at the decentralized level to manage complementary measures and the UBR.

Recently GIZ supported the government to conduct a capacity needs assessment and developed a capacity building plan for social protection sector. The report recommended the importance of strengthening the capacity of PRSP as lead coordination body to ensure the effective and efficient implementation of social protection programmes in Malawi. Therefore, GIZ SPP seeks the services of a consultancy firm to to provide change management guidance to the PRSP on the implementation of the recommendations from the capacity assessment report and changes brought by recent changes within the organization and the new policy and strategy. The consultant will provide technical support to PRPS to develop and execute a detailed plan for change management and organizational development necessary to facilitate the transformation of the division as an effective and efficient coordinating body for social protection programmes in Malawi.

Expected commencement and duration.

The commencement will be within 7 days after the contract signing date (effective date of the contract). The assignment is for 5 months and is expected to run from 14th October, 2024 to 28th February, 2025.

Submission of Bid

Please clearly mark Provision of Consultancy Service: PRSP Change Management Consultancy. Interested bidders should send their technical proposals and financial proposal sealed in separate envelopes, both clearly marked “Technical Proposal or Financial Proposal” as appropriate. In the Technical Proposal the examples of similar assignments must be clearly indicated, including references and short explanations on the assignments (cf. 1.1. Expert Profile). Please take note for the technical evaluation, shortlisted bidders will be requested to make a presentation of their technical proposal including submission of samples of similar work assignments. The bidding documents should be submitted to MW_quotation@giz.de before 16:30pm on Thursday, 26th September, 2024.

Failure to comply with any of the rules shall also lead to disqualification.
