Provision Of Organization Development Consultancy Services To Conduct A Functional Review For The National Planning Commission

The National Planning Commission (NPC) is an independent public institution with the main mandate of developing evidence-based medium- and long-term development plans for Malawi, taking into account the country’s resource potential and comparative advantages. The NPC is also mandated to provide oversight on the implementation of the development plans, including spearheading the formulation of innovative and progressive flagship projects that can accelerate the country’s socio-economic transformation. The NPC is, therefore, a think tank where the knowledge and evidence generated is used to develop policies and improve the planning and implementation of development programmes.

Since the commencement of the operations of its secretariat in 2019, the NPC has succeeded in the following: putting up management and administrative systems; having an approved staff establishment, and staff regulations and conditions of service; recruiting qualified staff; developing the NPC brand; and, more importantly, facilitating the development and launch of the Malawi 2063 (MW2063) and its operationalization plan in the first 10-years, the MW2063 First 10-year Implementation Plan (MIP-1). Furthermore, the NPC has developed a Strategic Plan which outlines its strategic direction for the years leading to 2030.

Having registered commendable progress in the execution of its first mandate, the NPC is now focusing on its second mandate of implementation oversight towards the realization of the aspirations of the MW2063. The NPC is, therefore, giving special emphasis and attention on coordination of all stakeholders and implementing agencies to ensure that everyone is taking the right actions towards achieving the targets set forth within the respective MW2063 Pillars and Enablers.

Considering this second mandate in a challenging operating environment, the NPC needs to assess and evaluate the current organization structure. The NPC plans to undertake a functional review on how it can execute its oversight mandate efficiently and effectively by looking at its set-up, functions and staffing levels. It is with this urgent need for institutional re-organization that the NPC is seeking the services of qualified and experienced Organization Development (OD) consultants to conduct a functional review.

The NPC invites eligible individuals/firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the assignment.

The consultant shall be an individual or firm with relevant qualifications and experience. The shortlisting criteria shall be:

  1. Master’s Degree or its equivalent in Human Resource, Business Administration, Social Sciences or a related field.
  2. At least 5 years of working experience on issues related to organizational development or institutional strengthening for the public or private sector.
  3. Demonstrated experience in conducting at least three public sector capacity assessment or functional reviews in the last five years.
  4. Those with international experience on similar assignments will have an added advantage.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, qualifications, description of similar assignments, availability of appropriate skills among staff etc.) and a detailed Curriculum Vitae (CV) expressing interest for the provision of consultancy services to conduct the functional review.

A Consultant/Firm will be selected in accordance with the PPDA Act (2017). A shortlist of a maximum of six (6) consulting firms shall be selected after expressing their interest and shall be invited to submit technical and financial proposals to NPC. The successful consultant (individual or firm) shall be selected through a Quality and Cost Based (QCBS) selection method using Request for Proposal (RFP) Document. Participation is open to all eligible bidders.
