The Kamuzu University of Health Sciences (KUHeS) is a comprehensive health and allied sciences higher learning institution established with the primary function of training health workers and conduct health research. The Health Economics and Policy Unit (HEPU) is a unit under the Department of Bio-Ethics, Behavioral and Health Social Sciences within the School of Global and Public Health (SOGAPH) at KUHeS which was jointly established with Ministry of Health. With support from the Health Services Joint Fund (HSJF), HEPU would like to review the current Health Economics, Policy and Ethics (HEPE) Think Tank, a research co-creation and policy engagement platform, and to inform a scaled up structure which will cover all the Pillars of the Health Sector Strategic Plan Three (HSSPIII).

KUHeS now invites suitably qualified bidders to submit sealed expressions of interest for the consultancy services required to develop a framework for transitioning the current HEPE Think-Tank into a national HSSP III Think Tank. The consultant will be responsible for aligning the Think-Tank’s focus with the Health Sector Strategic Plan (HSSP III: 2023-2030) and designing a performance framework and institutionalization roadmap. The consultancy will last 90 days over 12 months, and key tasks will include reviewing the will last 90 days over 12 months, and key tasks will include reviewing the current HEPU Think Tank mechanism using SWOT and PESTEL analysis, conduct stakeholder engagement, propose the future governance and oversight mechanism, decision making framework and funding mechanism.

Consultancy services required include:

  • Reviewing the current mechanism of the Think-Tank.
  • Analyzing the Malawi Health Sector Strategic Plan (HSSP III).
  • Engaging with key stakeholders (policymakers, researchers, health practitioners, donors).
  • Developing a framework aligned with HSSP III.
  • Designing an institutionalization roadmap and governance structures for the Think-Tank.
  • Establishing links between the Think-Tank and Policy Labs.

Required qualifications and skills:

  • Advanced degree (Ph.D.) in health policy, public health, health systems, or related fields.
  • Strong background in research and policy analysis.
  • Experience in working with policymakers, donors, and researchers.
  • Expertise in designing, implementing, or evaluating similar initiatives.
  • Excellent communication and organizational skills.

Expressions of interest will be evaluated in accordance with the Public Procurement Act of 2017. Participation is open to all eligible bidders.

Interested eligible bidders must submit sealed expressions of interest, including updated CVs, copies of academic and professional qualifications, and documentation detailing relevant experience. The documents should be submitted to the address below no later than 14:00hrs of 03rd October, 2024.
