To Conduct a Case Analysis for Investment Opportunities in the Health Sector
The Government of Malawi through the Ministry of Health is currently implementing the National Health Financing Strategy (2023-2030) which provides detailed mechanisms through which the National Health Policy (2018-2030) and the Health Sector Strategic Plan (HSSP) III (2023-2030) will be financed. One of the four Objectives of the HFS is to mobilize adequate, sustainable, and predictable funds for the health sector to optimally deliver essential health services. The key strategy is to diversify funding sources by exploring innovative health financing mechanisms and ensuring private sector participation.
To encourage and enhance private sector participation, the Government of Malawi developed a Public Private Partnership Policy. However, despite this, private sector investment in the health sector has been low, with one of the reasons being the lack of bankable projects/ investment opportunities.
In an effort to bridge this gap and accelerate private sector investment in the health Sector, the Ministry of Health, with support from the Health Services Joint Fund, plans to hire a consultant assess health financing landscape and compile an investment case. The consultant’s role will be to conduct a case analysis of the investment opportunities in the country and develop a compendium of bankable projects. The consultancy will focus on providing evidence-based insights to guide investment decisions. The government aims to fill the information gap on investment prospects in the sector, which will in turn incentivize both local and foreign investors to invest in the health sector.
2. Objectives
The primary objective of the consultancy is to conduct a comprehensive case analysis of investment opportunities in the health sector. The analysis should:
- Identify key investment areas in the health sector with high growth potential.
- Assess the current state of health sector investments, both public and private. iil. Identify barriers and challenges to investment and propose solutions to mitigate these challenges. iv.
- Identify investment risks and propose the risk mitigation factors
- Provide actionable recommendations for governments, investors, and other stakeholders to attract and maximize investments in the health sector.
3.0. Scope of Work
The firm will be responsible for conducting a comprehensive analysis of investment opportunities in the health sector of Malawi. The scope of work includes identifying and evaluating potential projects that are financially viable and align with the goals of the National Health Financing Strategy (2023-2030), HSSSPIII and the National Health Policy. The consultant will collaborate with stakeholders and conduct field visits where necessary to assess the current state of the health sector and identify areas for private sector investment.
The consulting firm will be responsible for conducting an in-depth analysis, including but not limited to the following tasks:
3.1. Assess the current landscape of the health sector in Malawi, including existing infrastructure, services, and areas for improvement.
3.2. Conduct a PESTEL Analysis for the investment environment
3.3. Identifying the specific investment opportunities within the health sector (primary, secondary and tertiary) considering both short-term and long-term prospects.
3.4. Developing a compendium of bankable projects detailing the financial viability, projected impacts, and investment requirements for each identified opportunity.
3.5. Recommend strategies to incentivize and attract both local and foreign private sector investors, address barriers to investment and potential risks and risk mitigation measures.
3.6. Present the findings and recommendations to the Ministry of Health and other relevant stakeholders.
4.0. Deliverables
The consulting firm will be required to deliver the following outputs:
- Inception Report: Detailing methodology, work plan, and timelines.
- Landscape Analysis (PESTEL) including market assessment report. A comprehensive report identifying investment opportunities, trends, and challenges in the health sector.
- Case Studies: Documented case studies of successful health sector investments.
- Compendium of bankable Projects for the Health sector (Primary, secondary and tertiary)
- Final Report with findings and recommendations to the Malawi Government and relevant stakeholders.
5.0. Duration
The consultancy is expected to be completed in 120 billable days within 150 working days from 20th December2024. The number of billable days will be allocated as follows:
- A total of 40 billable days for the lead expert
- A combined 20 billable days for the other experts
Lead Expert
- Master’s Degree in Health Economics, Public Health, Business Administration, or a related field. Those with PhD will have an added advantage.
- A minimum of 10 years of professional experience in investment analysis, particularly within the health sector for the team lead.
- Proven track record of conducting similar assignments, preferably in emerging markets or developing countries.
- Strong knowledge of developing countries health sector trends, policy frameworks, and investment climates.
- Excellent communication, stakeholder engagement, and report-writing skills.
Health Investment Expert
- Must have a minimum of a Bachelor’s an degree in Economics, public health, business administration, development economics, health economics or a related field.
- A minimum of 5 years of professional experience in investment analysis.
- A track record of conducting a similar assignment preferably in any developing country Africa or in particular Malawi
- Knowledge of developing countries health sector trends, policy frameworks, and investments.
- Excellent communication skills and writing skills.
Biomedical Engineer
- Must have a degree in Biomedical Engineering or related field.
- A minimum of 3 years of professional experience preferably in the health sector
- Track record of medical equipment and of conducting similar assignment preferably in any developing country but familiar with Malawi health sector;
- Good writing and communication skills
Financial Specialist
- Must have a degree in one of the following areas: accounting, finance, or business administration (accounting).
- At least 5 years of relevant professional working experience in financial analysis of development projects.
- Proven track record of developing financing investment cases, financial strategies, creating financial models, and conducting similar assignment preferably in developing countries.
- Strong knowledge of the health sector trends, policy frameworks, and investment climate.
- Good writing and communication skills.
Engineer
- Bachelor’s Degree or equivalent in Civil Engineering, Architectural Engineering, Urban Planning or Development, or another relevant field
- Minimum of five years of practical experience in costing the designs conducting similar assignment in the health sector.
- Track record of conducting similar assignment preferably in the developing countries.
- Good writing and communication skills
7.0 Remunerations
The assignment will be remunerated upon delivery of the agreed outputs at the agreed fee rate and the agreed number of days of professional fees chargeable, as per the standard procedures of the MOH.
Below is the payment milestone table for the consultancy:

8.0. Reporting
The lead consultant will report to the Deputy Director of Health Financing in the Department of Planning and Policy Development.
