REQUEST FOR PROPOSALS (RFP)
Consultancy Services to Undertake Financial Audit for The Financial Years 2024/25, 2025/26 and 2026/27

1. The Association of Southern African National Road Agencies (ASANRA) is a regional body established in March 2001 in line with the SADC Protocol on Transport, Communications and Meteorology. Its main objective is to foster the development, operation and maintenance of a region-wide road network system. Malawi is hosting the permanent secretariat for the Association.
2. ASANRA has budgeted funds for procurement of various consultancy services in the 2024/25 financial year. ASANRA intends to apply part of the funds to cover eligible payments for the consultancy services to undertake financial audit for the 2024/25 financial year.
3. ASANRA now invites proposals to provide consultancy services to undertake financial audit for the financial years 2024/25, 2025/26 and 2026/27 as detailed in the Terms of Reference in the RFP. The consultant shall be a Certified Public Accountant. The consultancy services contract shall be renewed annually for a maximum period of three years. The renewal shall be based on satisfactory performance and availability of funds.
4. Bidding will be conducted in accordance with the open tendering procedures contained in the Public Procurement and Disposal of Assets Authority (PPDA) Act, 2017 and Public Procurement Regulations, 2020 of the Government of the Republic of Malawi and is open to all eligible Consultants.
5. A consultant will be selected through Least Cost Based Selection (LCBS) procedures and in a Full Technical Proposal (FTP) format as described in the RFP, in accordance with the PPDA Act.
6. The RFP may be obtained from the address indicated in paragraph 9 below, or may be sent by e-mail on request. ASANRA will not be held responsible for late delivery of the RFP by email.
7. Interested consultants may obtain the RFP and further information at the address indicated in paragraph 9 below from 08:00 to 12:00 hours and from 13:00 to 17:00 hours local time from 1st July, 2024.
8. Proposals must be delivered in sealed envelopes clearly marked “Financial Audit Proposal” to the address indicated in paragraph 9 below on or before 26th July, 2024 at 10.00 hours Local Time. Late proposals will be rejected. The proposals will be opened in the presence of bidders who choose to attend the proposal opening ceremony at 10:00am on 26th July, 2024 at the address indicated in paragraph 9 below.
