The Malawi Government has received grant financing from the World Bank towards the cost of the SSRLP and intends to apply part of the proceeds for consulting services to support the UBR data collection in Ntcheu District

The Social Registry or the Unified Beneficiary Registry (UBR) is one of the critical elements used by the SSRLP and its importance is significant. The Social Registry/UBR serves as a comprehensive national database for entering, storing, accessing and sharing household data for targeting of social support programmes and other programmes like Humanitarian Response. Presently, the Social Registry/UBR Management Information System (MIS) contains demographic and socio-economic data across all households in Malawi’s 27 districts, gathered through the harmonized data collection tool (HDCT).

The National Local Government Finance Committee now invites eligible consulting firms (“Consultants”) to indicate interest in providing the Services. Interested Consulting firms should provide information demonstrating that they have the required competencies, qualifications and relevant experience to perform the services. The following is the shortlisting criteria:

i. Relevant experience, which should specifically include:

  • At least 10 years’ general experience in offering consultancy services and eligible in Malawi or elsewhere
  • The firm must have specific and demonstrable experience in implementing data collection in developing country context over the past ten (10) years and providing evidence of at least three (3) Data Collection assignment the firm has carried out
  • The firm must demonstrate strong capacity and experience in planning and organizing data collection logistics, including the design and implementation of protocols to ensure high quality data and evidence of some field manual of the most recent data collection process completed
  • Experience in similar assignments in the Sub-Saharan African region or any other region with similar environment.

ii. Technical and managerial capability of the firm

Provide only the structure of the organization, general qualifications, and number of key staff (Do not provide CVs of the key staff). Key Experts will not be evaluated at the shortlisting stage.

iii. This assignment requires collaboration between an international firm and a local firm, as such a written agreement between the two firms must be submitted. This agreement should clearly outline the terms of the partnership, roles and responsibilities of each partner, and how they plan to work together to achieve the project objectives.

The attention of interested Consultants is drawn to Section Ill, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally be liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification Based selection (CQS) method set out in the Procurement Regulations.
