Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German Federal Enterprise. GIZ supports the Federal German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ operates in more than 130 countries around the globe. In Malawi, GIZ has been working for more than 50 years.

GIZ implements the Energising Development (EnDev) programme in Malawi which is a multi-donor energy access programme currently financed by four donor countries: the Netherlands, Germany, Norway, and Switzerland. The programme promotes sustainable access to modern energy services worldwide, with a particular focus on the poor. Through its bottom-up approach, EnDev also contributes to creating positive economic, social, and environmental impacts. By December 2021, EnDev had helped 25.8 million people worldwide to gain access to either electricity or improved cooking technologies in households. In addition, 30,900 social institutions and 81,700 small and medium-sized enterprises have benefitted from sustainable access to modern energy services sustainably.

EnDev is piloting innovative Demand Side Subsidies (DSS) mechanisms in Liberia, Malawi, Niger, and Uganda to facilitate access to modern energy services for low-income and/or displaced populations who are not currently reached by commercial markets. DSS component is funded by the Inclusive Green Growth Department (IGG) of the Netherlands Ministry of Foreign Affairs. The overarching aim is to contribute to global learning and knowledge-sharing on innovative DSS designs, as well as provide recommendations for future replication at scale. In Malawi, the objective of the DSS pilot is to address the affordability barrier to off-grid solar (OGS) products and improved cooking stoves (ICS) for people in ultra-poor, vulnerable settings, who would otherwise not be reached by commercial markets or existing public initiatives. The pilot will be implemented in Nkhata Bay, Balaka, Salima and Dedza, using a Results-Based Financing (RBF) approach.

The target group of the DSS pilot are the “poorer” and “poorest” households as defined by the Unified Beneficiary Registry (UBR), a government owned repository containing household data on socioeconomic characteristics. EnDev Malawi is seeking the support of an individual consultant to offer data analysis and reporting services for DSS pilot.

1. Objective of the assignment
The main objective of this consultancy is to analyse IHS data to assess the target group’s ability to pay for cooking and lighting products, and to analyse project periodic review data to compile reports that inform project design adaptation.

2. Scope of work
The contractor will be responsible for providing the following services:

  • Analysing IHS raw data and preparing a brief report
  • Classifying the IHS raw data into “poor”, “poorer”, “poorest”, “better-off” and “rich categories” using the UBR-specific proxy-means test
  • Analysing the energy expenditure raw data from IHS, classified by UBR categories (poorer, poorest, poor, better-off, and rich), to determine the average and median ability to pay (ATP) for cooking and lighting.
  • Conducting a comparative analysis between the ATP deduced from the IHS 4 survey and the analysis which EnDev adopted for subsidy allocation from SEforALL and the World Bank.
  • Analysing periodic review data and preparing reports
  • Compiling and analysing periodic review data collected from different stakeholders including the end-users, Fund Manager, Independent Verification Agent, EnDev, community leaders, district councils etc.
  • Analysing OGS and ICS product price development to inform the adjustment of the subsidy levels for the two DSS-eligible UBR categories.
  • Preparing reports from the analysed periodic reviews describing lessons to inform project design, the DSS impact study and other future interventions.

3. Contract period

The consultant will be anticipated to deliver services between October 2024 to June 2025.
