REHABILITATION AND UPGRADING OF
SELECTED ROADS
1. Project description and source of funding
1.1. The Roads Authority (RA) has secured funds from the Malawi Government for the procurement of selected road upgrading / rehabilitation works commencing in the 2024 – 2025 financial year. The RA intends to apply part of the funds to cover eligible payments for the various road construction supervision consultancy services.
1.2. The RA now invites proposals from eligible bidders for the consultancy services as detailed hereunder.

2. Bidding procedures
2.1. Bidding will be conducted in accordance with the national competitive bidding (NCB) procedures contained in the Public Procurement and Disposal of Public Assets (PPDA) Act (2017) and the Public Procurement and Disposal Regulations (2020) of the Government of Malawi and is open to all eligible bidders. All eligible bidders are required to show evidence of registration with the National Construction Industry Council of Malawi (NCIC) and will have renewed their membership for the current financial year.
2.2. Interested eligible bidders may obtain further information from the RA Head Office and inspect the request for proposal documents at the addresses given below from 0800 – 1200 hours and from 1300 – 1630 hours, Monday to Friday starting from 10th July, 2024.

2.3. The Requests for Proposals (RfP) may be obtained from the address indicated in paragraph 10 below, or may be sent by e-mail upon request after payment of a non-refundable fee of MK30,000.00. The method of payment shall be cash or bank certified cheque deposited in the account indicated in paragraph 2.4 below. The Roads Authority will not be held responsible should the e-mail be delayed, or be obtained late Bidders who already paid for the RfP do not need to pay again.
2.4. The method of payment will be bank deposit at the NBS Bank account as provided:

2.5. Requests for clarification on Request for Proposals or general questions must be sent in writing to the address in paragraph (2.2) above at least 14 calendar days before the tender closing date. Proposals shall be valid for a period of 120 days from the date of opening.
2.6. The RA shall not hold a pre-proposal meeting.
3. Evaluation of technical proposals
3.1. Consultants will be evaluated on the basis of compliance with the requirements stated in TORs. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services:
- Field of specialization of the firm
- Experience in carrying out specific similar assignments in the last 10 years;
- Adequacy of the Technical approach and methodology to undertake the assignment;
- Experience in similar working conditions.
- Key Experts’ Qualifications and Competence for the assignment;
3.2. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners in the joint venture shall be jointly and severally liable for the entire contract.
3.3. Bidders shall only be awarded more than one contract if they demonstrate capacity to handle multiple contracts. Bidders submitting more than one proposal shall be required to propose different key personnel in their Technical Proposals. The capacity of the bidders shall also be checked against current commitments with the Roads Authority.
4. Submission and opening of technical proposals
4.1. Proposals must be delivered to the address indicated in paragraph 2.2 on or before 7th August, 2024 at 10.00 hours Central African Time in sealed envelops clearly labelled the contract name and procurement reference number. Late bids will be rejected. Thereafter proposals will be opened in the presence of bidders who choose to attend the bid opening session.
