Assignment Title: CONSULTANCY SERVICES FOR THE PROVISION OF TECHNICAL ASSISTANCE TO INCREASE TECHNICAL SKILLS, ORGANIZATION AND FINANCIAL LITERACY OF CROSS BORDER TRADERS AND SMALL HOLDER FARMERS IN TARGET DISTRICTS OF MALAWI

The Government of Malawi (GoM) has obtained a credit and grant from the International Development Association (IDA) under the Southern Africa Trade and Connectivity Project (Project) to support efforts to reduce trade costs and time, increase access to improved infrastructure, and increase value chain development in targeted corridors of Malawi and Mozambique, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include consulting services of a Company or Consortium to strengthen the capacity of Small-Scale Cross-Border traders in Malawi to improve business conditions and organization of the small-scale cross border traders, including strengthening their associations, facilitating traders access to storage facilities and increasing financial literacy of actors in the trade value chain, including small scale producers and traders.
The consultancy should also train and build awareness of Trade Instruments such as Simplified Trade Regime (STR) among Small-Scale Cross Border Traders.
Further, the consultancy should train Small-Scale Cross Border Traders on relevant topics including:
- Trade facilitation Instruments such as Coordinated Border Management (CBM), National Single Window (NSW), One Stop Border Posts (OSBPs).
- Compliance to regulatory requirements such as Sanitary and Phytosanitary measures and Import and Export procedures under Control of Goods Act (COGA),
- Export market research,
- Trade Logistics,
- Financial literacy including digital methods of payment in international trade.
The assignment is for a period of 11 months and it is expected to commence in September 2024.

The Ministry of Transport and Public Works now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Core business of the firms) and years in business;
- Relevant similar experience, which should specifically include the below:
- At least ten years of experience in the development and delivery of international trade training courses aimed at customs officials, as well as cross border traders;
- Management and implementation of at least 3 projects of benefiting a minimum of 3,000 beneficiaries in the area of economic and private sector development.
- Design and implementation of training programs targeting women entrepreneurs and traders in developing countries,
- Demonstrated experience in delivering non-cognitive skills training.
- Demonstrate experience in designing and implementing training program in financial literacy. Previous experiences testing innovative and tech-enabled training program is preferred.
- Experience working in trade and private sector development in Malawi is preferred.
- Experience working in Southern Africa.
- Technical and Managerial capability of the firm. (Provide only the structure of the organization, general qualifications and experience, and number of key staff. Do not provide detailed CV of the staff. Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section Ill, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
