Consultancy Services for the Feasibility Study and Detailed Engineering Design for the Upgrading of Malawi College of Forestry and Wildlife Road

1. The Department of Forestry budgeted funds for the upgrading of the Malawi College of Forestry and Wildlife Road in Dedza District with funding from World Bank through the Malawi Watershed Services Improvement Project (MWASIP). Now the Department of Forestry intends to apply part of the funds to cover eligible payments for consultancy services for the Feasibility Study and Detailed Engineering Design for Upgrading of the Malawi College of Forestry and Wildlife Road to bitumen standard through the Roads Authority (RA).
2. The RA now invites proposals to provide consultancy services for the Feasibility Study and Detailed Engineering Design for the Upgrading of the Malawi College of Forestry and Wildlife Road. The Malawi College of Forestry and Wildlife Road is 6.4 kilometres long It branches off the MOOl Road close to Linthipe 3 Trading Centre in Dedza District. The scope of the consultancy services includes Feasibility Study with Economic Assessment and Detailed Engineering Design for upgrading the earth road to a bitumen standard road. Interested consultancy companies must be Engineering firms registered with the National Construction Industry Council of Malawi, (NCIC), and must have experience in carrying out feasibility studies and detailed Engineering designs of paved roads in at least Five (5) road projects.
3. Bidding will be conducted in accordance with the national competitive bidding (NCB) procedures contained in the Public Procurement and Disposal of Public Assets (PPDA) Act (2017) and the Public Procurement and Disposal Regulations (2020) of the Government of Malawi and is open to all eligible bidders.
4. The Request for Proposals (RfP) may be obtained from the address indicated in paragraph 10 below or may be sent by e-mail upon request after payment of a non-refundable fee of MK20,000.00. The method of payment shall be cash or bank certified cheque deposited in the account indicated in paragraph 9 below. The Roads Authority will not be held responsible should the e-mail be delayed or be obtained late.
5. Foreign Consulting firms shall comply with the following National Construction Industry Regulations:
- Practice of Construction Services by Foreign Consulting Firms Regulations 2004.
- Subcontracting and Joint Ventures by Foreign and Malawian Construction Firms order 2014.
6. Interested consultants may obtain the request for proposals and further information at the address given in paragraph 10 below from 08:00 to 12:00 hours and from 13:00 to 16:30 hours local time from 4th July, 2024.
7. Proposals shall be valid for a period of 120 days from the date of proposal opening.
8. Proposals must be delivered to the address indicated in paragraph 10 below on or before 2nd August, 2024 at 10:00 hours Local Time. Late proposals will be rejected. Thereafter proposals will be opened in the presence of bidders who choose to attend the bid opening at the same venue.
