Tender Name: Consultancy services for the recruitment of an experienced Healthcare Supply Chain Digitization Project Management Consultant (PMC) for the Digitization of the Government of Malawi’s Medical Supply Chain activities for the Ministry of Health.

1. The Government of Malawi through the Ministry of Health has been receiving support from The Global Fund since 2003. The Ministry of Health (MOH) is the public sector Principal Recipient (PR) of the Global Fund Grant. In order to effectively administer and manage the grant, the Ministry established a Program Implementation Unit (PIU) to undertake some of the functions of the Principal Recipient in the implementation of the Global Fund Grant. The PIU would like to use part of the Global Fund – COVID 19 grant to procure Consultancy services for the Digitization of the Government of Malawi’s Medical Supply Chain activities for the Ministry of Health.
2. The Chairperson Internal Procurement and Disposal of Assets Committee now invites sealed Expression of Interest from eligible firms Local or International to undertake Consultancy services for the recruitment of an experienced Healthcare supply
chain digitization Project Management Consultant (PMC) for the Digitization of the Government of Malawi’s Medical Supply Chain activities for the Ministry of Health. Joint venture submissions are also welcome.
3. The main objective of the assignment is to improve the overall performance of the health supply chain through improved data generation methods and visibility from the central level to the regional health facilities and enhance track and trace for health products at the central medical stores, peripheral warehouses and dispensing points.
The scope of this work is to lead and support the implementation of the Malawi digitalization project at the central and
peripheral levels and achieve health information management systems integration. The scope will also be achieved with the deployment of a control tower for health product management and use. The project management consulting entity’s responsibility shall be to provide project management, implementation and technical oversight of Malawi’s public health Supply Chain Digital Transformation over a period of fourteen months.
4. Team Composition:
- Lead Consultant – must have experience, >10 years in successfully leading complex digital transformation projects. Ability to coordinate with multiple stakeholders and manage subcontractors. Experience working in LMICs (lower middle-income countries), and low-resource, multi-cultural environments are required. Supply chain information systems, Open Health Information Exchange and Warehousing and Commodity management experience are an asset. Required Qualification is an MSc in Computer Sciences, Management Information Systems or Information Technology. Preference for project management and agile certifications.
- Systems Architect – must have at least 10 years of experience in architecting digital transformation system solutions, master data systems, interoperability layers, information exchange standards, cloud hosting and on-premises hosting. Preference with experience in the supply chain. Qualification is an MSc in Computer Sciences, Management Information Systems or Information Technology.
- Business Analyst – strategy development, business process analysis, gap identification and solution recommendation, business process automation, business requirements mapping, at least 7 years experience as a business analyst for complex supply chain information systems with a preference for working in low-resource settings. Qualification is a Master of Business Administration, Master of Social Sciences, Master of Public Health, and Management Information Systems.
- Developer/s – Experienced software/database developers that can support the full software development lifecycle, provide production support and rapidly familiarize with existing code bases, must have REST API development skills and microservices development experience. Qualification is an MSc in Computer Sciences, Management Information Systems or Information Technology.
5. The Global Fund/GAVI PIU now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating their qualifications to perform the services. The information should include past similar experiences of the firm, qualifications of key personnel and references.

6. Eligibility criteria and establishment of the short-list and the selection procedure shall be in accordance with the selection procedures specified in the Public Procurement and Disposal of Assets (PPDA) Act 2017 and its Public Procurement Regulations 2020 of the Republic of Malawi.

9.
