CONSULTANCY FIRM SELECTION)
Design and Supervision of Office Complex for National Audit Office (NAO) at Capital Hill, Lilongwe City
PROCUREMENT REFERENCE No. 060/NAO/EOI/CS/2024-25(1)

1.0 The Government of Malawi through the National Audit Office (NAO) has secured funds for the construction of an office complex for its Headquarters at Capital Hill in Lilongwe City. The National Audit Office intends to apply part of the funds for procurement of consultancy services to undertake the development of designs and supervision of construction works for the proposed National Audit Office Complex in Lilongwe.

2.0 The Scope of Works under the assignment will include Architectural, Quantity Surveying, Structural Engineering, Civil Engineering, Electrical Engineering, Mechanical Engineering, Landscape Architectural Services, Land Surveying Services and Environmental and Social Management services of the proposed Office Complex building. The consulting firm will be required to work closely with the Director of Buildings as Project Manager.

3.0 The consulting firm or consortium of firms shall be, or in case of the consortium, have its members registered with the National Construction Industry Council (NCIC) of Malawi and be a multidisciplinary team comprising;

  1. Team Leader – Ten (10) years of active experience in team leadership, familiar with the design process as a whole and co-ordination of the project with other service providers, must facilitate the flow of information between other entities involved in the process and MUST be registered and a paid up member with relevant professional bodies and institutions in their field of specialization. Note that a Team Leader MUST NOT assume any other leading role like (Project Architect, Project Quantity Surveyor etc)
  2. Architect – Seven (7) years of active design work, with project designing/ construction supervision / management experience and MUST be registered and paid up member with Board of Architects and Quantity Surveyors (BoAQS) and Malawi Institute of Architects (MIA).
  3. Quantity Surveyor – Seven (7) years’ experience in projects of similar nature and MUST be registered and be paid up member with Board of Architects and Quantity Surveyors (BoAQS) and Surveyors Institute of Malawi (SIM).
  4. Civil Engineer – Seven (7) years’ experience in projects of similar nature and MUST be registered and paid up member with Malawi Engineering Institution (MIE).
  5. Structural Engineer – Seven (7) years’ experience in projects of similar nature and MUST be registered and paid up member with Malawi Engineering Institution (MIE).
  6. Mechanical Engineer – Seven (7) years’ experience in projects of similar nature and MUST be registered and paid up member with Malawi Engineering Institution (MIE).
  7. Electrical Engineer – Seven (7) years’ experience in projects of similar nature and MUST be registered and paid up member with Malawi Engineering Institution (MIE).
  8. Materials Engineer – Five (5) years’ experience in projects of similar nature and MUST be registered and paid up member with Malawi Engineering Institution (MEl).
  9. Clerk of Works – Ten (10) years’ experience in projects of similar nature.
  10. Landscape Architect – Five (5) years’ experience in projects of similar nature.
  11. Land Surveyor – Five (5) years’ experience in projects of similar nature and MUST be registered and paid up member with Land Surveyors Registration Board (LSRB) and Surveyors Institute of Malawi (SIM).
  12. Environmental and Social Management Specialist – Five (5) years experience in Environmental Science/ Engineering/ Management/ Social Sciences or Natural Resources Management.

4.0 The Chairperson, Internal Procurement and Disposal Committee (IPDC), National Audit Office now invites Expressions of Interest from professionally qualified and experienced firms to undertake the production of detailed designs, tender documentation and supervision services for the construction of the National Audit Office Complex at Capital Hill in Lilongwe City. Interested consultants may obtain further information from the Chairperson at the address below during working hours from 8:00 am to 4:30 pm.

5.0 Sealed tender documents clearly marked “Consultancy Services for the Design and Supervision of Office Complex for National Audit Office shall be submitted to: The Chairperson, Internal Procurement and Disposal Committee, National Audit Office, P.O. Box 30045, Capital City, Lilongwe 3, Malawi, at or before 14:00 hours local time on 8th October, 2024.

6.0 The tender documents shall be deposited into a tender box situated on the ground floor, near the reception area at the National Audit Office Building, Opposite the Reserve Bank of Malawi, Lilongwe. Registration upon submission will be done in room 4. Late submissions will be rejected and returned unopened. Interested consultants and /or their representatives and members of the general public, may attend the opening of the bids at 14:00 hours local time on 8th October, 2024 at the National Audit Office Conference Room.

7.0 The National Audit Office reserves the right to reject any or all bids
