The Government of Malawi (GoM) through the Department of Disaster Management Affairs (DoDMA) has received financing from the African Development Bank (ADB) toward implementation of the Post Cyclone Idai and Kenneth Emergency Recovery and Resilience Project (PCIREP). DoDMA through PCIREP intends to apply part of the proceeds on Consultancy Service for Project Endline Assessment and Preparation of the Project Completion Report.

The consultant (“the Consulting Services”) will mainly conduct a project endline assessment which will involve assessment of the project’s performance in all dimensions of relevance, effectiveness, efficiency, and sustainability as well as stakeholders performance, and prepare the project completion report with a documentation of key lessons and provision of recommendations.

The Department of Disaster Management Affairs now invites qualified and eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Firm Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” (2012), which is available on the Bank’s website at http://www.afdb.org.

The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications-Based Selection (COS) method set out in the Procurement Regulations, and based on the following criteria:

  1. Practical experience with at least 10 years of experience in carrying out Project Endline Assessment and Preparation of the Project Completion Report for donor funded projects. Those with experience in African Developments Bank’s Projects evaluation will have an added advantage.
  2. Experience on similar assignments as per the Terms of Reference (at least three [3] similar assignments over the past 5 years).
  3. Proof of technical, managerial, and financial capacity of the firm (Provide only the structure of the organization, general qualifications, and number of key staff. Do not provide CV of the staff. Experts will not be evaluated at this stage.).
  4. Responsiveness to this REol and demonstrated understanding of the key elements of this assignment.
  5. Practical experience in agriculture, water, infrastructure, Environmental and natural resources conservation, climate change and disaster risk management in the Sub-Saharan Africa region or any other region with similar environment.
