The Water and Environmental Sanitation Network (WESNet) is a membership based Civil Society network that coordinates the work of NGO’s working in the water, sanitation and Hygiene subsector in Malawi. It recognizes the role of Water and Sanitation in economic development and poverty reduction. WESNet was established in 2005 and got registered with Malawi Government in 2011. WESNet’s head office is in Lilongwe with representation across the country by its member organizations. To date WESNet has a membership of over 80 local and international NGO’s across Malawi.
WESNet envisions sustainable access to safe water and improved sanitation for all in Malawi. Its mission is enhanced coordination, advocacy and knowledge sharing among Network membership for the provision of high quality standards and sustainable water and environmental sanitation services in Malawi guided by universal right to safe water and sanitation. It is guided by such core values as Inclusiveness; Unity of purpose; Openness; Transparency and Accountability; Tolerance and Equity; Solidarity; Quality Standards; Efficiency and Effectiveness, Trust and Feedback.
WESNet seeks to develop its Strategic plan from 2025-2030, the key document that will define its mission and goals. This follows the expiration of its 2017-2021 Strategy themed: Accelerating Access to Improved Water and Sanitation in Malawi’. The Strategy focused on five focus areas of Coordination in the Water Sanitation and Hygiene(WASH) Sector, Policy and regulatory framework in the WASH sector, Research, Documentation and Sharing, Advocacy in the sector and Institutional Capacity.
In the proposed strategic plan, WESNet intends to revisit its vision, mission, goals and strategic objectives and propose the direction for the next strategic planning cycle running till 2030. The new strategic plan will inform the renewal of WES Net’s commitment and approach to ensure accelerated access to improved Water, Sanitation and Hygiene in Malawi. It is expected that the new strategic plan will help WESNet to articulate its goals and priorities in order to be responsive and accountable to the social, political and economic realities affecting the WASH sector in Malawi. The scope and focus of the assignment is to provide technical, strategic and facilitation support to enable the renewal of WESNet strategic plan.

Submission of proposals
Eligible bidders meeting all stated requirements are required to adhere to the following when applying:
- Submit both technical and financial proposals
- The technical proposal should include well detailed approach to the review in line with TORs
- The technical proposal should also include CV, relevant certificates and copies of previous in terms of similar contracts baselines studies done with other organisations. All supporting documents such as CVs should be attached as appendices
- Provide a timeline/work plan for conducting this baseline study in line with the TORS
- Submit applications electronically with subject title: Development of WESNet Strategic Plan (2025-2030). Physical submissions will not be accepted and information on scanned documents should be visible, not blurry.
