Climate- Smart Education Systems Strengthening Capability Initiative (CSESCI)
Background Context
Malawi is among the most climate vulnerable countries in the world, ranking 163 (out of 182) countries on the Notre Dame Global Adaptation Index. The climate change drivers of increasing temperatures and changing rainfall patterns resulting in droughts, heatwaves and floods threaten Malawi’s sustainable development and adversely impact the education, health and wellbeing of children and other vulnerable groups.
Adapting to climate change is a high priority for the government and needs investment and innovations to improve readiness and response to risks. The high exposure of Malawians to climate hazards is compounded by vulnerability resulting from high levels of poverty and food insecurity, gender inequality, persistent malnutrition, dependence on rain-fed agriculture, limited access to water and sanitation facilities, and high unemployment. Malawi ranks 173 out of 188 on the UN’s Gender Inequality Index and has the 8th highest child marriage rate in the world. Climate change exacerbates existing inequalities, further restricting life chances for women and girls.
Over the past five decades, Malawi has experienced at least 19 major floods and 7 droughts, with events increasing in frequency, magnitude, and scope. Recent extreme climate events include: the worst flood in 50 years which occurred in 2015; the 2016 El Niño event which resulted in the worst drought in 35 years; Cyclone Idai in 2019 which caused severe floods in 13 districts, affecting approximately 975,600 people ; and Tropical Storm Ana in 2022 which caused flooding affecting 994,967 people. More recently, in February 2023, Cyclone Freddy, the worst ever affecting Malawi, killed more than 700 people with 500 still listed as missing. In total, 500,000 people have been displaced by flooding, there has been extensive infrastructure damage, and a serious cholera outbreak continues to affect thousands.
Save the Children International in Malawi is inviting submissions of proposals, both technical and financial Proposals for CSESCI Consultancy. Detailed technical specifications are included within the Terms of Reference document. If you are interested in submitting a bid, please contact the Supply Chain Department at the following address scimalawi.consultant@savethechildren.org to express your interest and request the Terms of Reference which will be sent to you by return.
Please note that submissions will be reviewed on rolling basis.
Eligible bidders meeting all stated requirements are requested to achere to the following when applying:
- Submit both Technical and Financial Proposals.
- The technical proposal should include well detailed approach to the research in line with the terms of reference.
- The technical proposal should also include CV, relevant certificates and copies of previous experience in terms of contracts of studies done with other organizations.
- Provide a timeline/work plan for conducting this study in line with the terms of reference.
- Supporting documents such as CVs (attached as appendices).
- Submit applications electronically with subject title “Proposal to Undertake a Comprehensive Stock Take of the Extent to Which Current and Projected Climate Change Risks Have and Are Being Integrated into School Construction Work.”
- Physical submissions will not be accepted and information on scanned documents should be visible, not blurry.
- Submit applications to the below email address: scimalawi.consultant@savethechildren.org by Friday, 20th December 2024 by 17:00hrs Malawian time.

- Late submissions will not be accepted. Physical bid/application submissions will not be accepted.
- Save the Children reserves the right to accept the lowest, highest bidder or no bidder at all
