Call for Proposals – Baseline Study for Phungu Wanga (My MP) Project

Save the Children is implementing the Phungu Wanga (My MP) project in Lilongwe (Parliament of Malawi) and selected constituencies in Balaka, Mchinji and Rumphi districts, in partnership with Centre for Civil Society Strengthening (CCSS) and Parliament of Malawi (PoM). The European Commission funded two- and half-year project aims to strengthen the capacity of Parliament of Malawi (Members of Parliament and staff) to better perform its legislative, oversight and representative functions for good governance by addressing two major challenges: 1. Low level of citizenry participation in law making and Parliamentary proceedings in Malawi 2. Not many MPs and staff have enough capacity to effectively provide their oversight, legislative and representative functions.

Save the Children International in Malawi is therefore inviting submissions of proposals from registered consultants for the Baseline Study for the Phungu Wanga (My MP) Project. Detailed technical specifications are included within the Terms of Reference document. Submission of proposals.

Eligible bidders meeting all stated requirements are requested to adhere to the following when applying:

  1. Submit both Technical and Financial Proposals.
  2. The technical proposal should include well detailed approach to the review in line with the terms of reference.
  3. The technical proposal should also include CV, relevant certificates, and copies of previous experience in terms of similar contracts baseline studies done with other organizations. All supporting documents such as CVs should be attached as appendices.
  4. Provide a timeline/work plan for conducting this baseline study in line with the terms of reference.
  5. Submit applications electronically with subject title Baseline Study for the Phungu Wanga (My MP) Project. Physical submissions will not be accepted and information on scanned documents should be visible, not blurry
  6. Submit applications to the below email address: procurement.malawi@ savethechildren.org by Friday, 19th July 2024 by 10:00am local time.

Note:

  • Email addresses for requesting TORs and submission of applications are the same.
  • Late submissions will not be accepted.
  • Physical bid/application submissions will not be accepted.
  • Save the Children reserves the right to accept the lowest, highest bidder or no bidder at all.
  • Save the Children maintains a ‘Zero Tolerance’ policy on child sexual abuse and reserves the right to reject a proposal if the successful bidder is found to have history of sexually abusing children. Further, the successful bidder shall be obliged to adhere to the child safeguarding policy and requirements for the organisation.
  • Save the Children maintains a ‘Zero Tolerance’ policy towards fraudulent, dishonest, corruption and bribery practices.
