Introduction
The GIZ Food and Nutrition Security Programme (FNSP) and the Global Programme Transformation of Food Systems; Transformative Initiative Malawi, in partnership with Malawi’s Department of Nutrition, (DN) under the Ministry of Health are seeking to commission a baseline study on nutrition and food systems governance in Malawi. This initiative comes at an opportune moment as Malawi has been intensifying its efforts to enhance nutrition governance, especially at decentralized levels. Again, Malawi with the leadership of MoA has developed and is implementing its food systems national pathways. Moreover, recent scientific research has validated the connection between nutrition governance and nutrition outcomes. (e.g. Namirembe et al. 2020, Namirembe et al. 2021,
Context
The solid policy framework for nutrition in Malawi, exemplified by the Malawi National Multi-Sector Nutrition Policy and the Malawi National Multi-Sector Nutrition Strategic Plan (2018-2022), currently under review, underscores the country’s commitment to improving nutrition outcomes.
Despite this, there’s a lack of documentation on the significant role of nutrition governance at all levels in driving these improvements. Notably, districts have made strides in strengthening their capacities and resources for nutrition, including the establishment of Principal Nutrition, HIV/AIDS Officers (PNHAO) positions across all 28 districts in 2020 and the devolution of the nutrition budget in 2023. Considering these developments, DN, with support from GIZ-FNSP and Tl, seeks to engage a consulting firm to conduct a comprehensive analysis of the contributions of governance structures at all levels to nutrition outcomes. This endeavor aims to establish a baseline for assessing the impact of changes in Malawi’s nutrition governance system over time. This will also provide an opportunity to develop the governance baseline for food systems in relation to nutrition.

Submission of Bid
Should you be interested in implementing the tasks according to the Specifications/Terms of Reference (Annex 1), we request you to submit a bid consisting of 2 originals (Technical & Financial). Both Technical and Financial proposals in separate envelopes should be submitted on or before the closing date. The envelopes should be clearly labelled with the Consultancy Title: Short Term Consultancy to conduct, analyse and document a National Nutrition Governance Baseline Study In Malawi.
The envelopes should be submitted in the Tender Box at the GIZ Country Office, Area 10, Mtendere Drive, Plot No. 319. Closing date for the submission of the tender is on Friday 31st May 2024 at 13:30hrs.
ALL SUBMISSIONS SHOULD BE SUBMITTED BY HARD COPIES.
Failure to comply with any of the tender rules shall also lead to disqualification.
