Call for Full Proposals for Consultancy Services under the Green Climate Fund (GCF) Readiness and Preparatory Support Programme: “Readiness support to strengthen the Malawi NDA and key national stakeholders’ capacities in climate change programming in Malawi”

A. BACKGROUND AND INTRODUCTION

The Green Climate Fund (GCF) was established in 2010 as an operating entity of the financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC), designed to be the main channel for disbursement of $100 billion per year of new and additional resources by 2020 for addressing climate change.

Access to the GCF resources will be through national, regional and international implementing entities accredited by the Board. Direct access by national public and private entities will be a key feature of the Fund in line with a GCF’s commitment to country ownership. The Government of Malawi has nominated the Environmental Affairs Department to be the National Designated Authority (NDA) to liaise with the GCF on matters related to the GCF.

The Green Climate Fund (GCF) Readiness and Preparatory Support Programme, is a global Programme to support countries for enhanced access to international climate finance. The Malawi Readiness and Preparatory Support Programme aims to support the government in establishing and strengthening national capacities to effectively and efficiently plan for, access, manage, deploy and monitor climate financing in particular through the GCF. The GCF Readiness and Preparatory Support Programme will focus on a range of preparatory activities to a) establishing and strengthening the National Designated Authority in Malawi and to b) develop strategic frameworks for engagement with the fund, including preparation of country programmes.

The Ministry of Natural Resources and Climate Change through the Environmental Affairs Department (EAD) has secured funding from the GCF under the Readiness and Preparatory Support Programme to implement the

GCF Readiness and Preparatory Support Programme: “Readiness support to strengthen the Malawi NDA and key national stakeholders’ capacities in climate change programming in Malawi”. EAD wishes to recruit national and international experts to carry out a number of assignments under the GCF Readiness and Preparatory Support Programme: “Readiness support to strengthen the Malawi NDA and key national stakeholders’ capacities in climate change programming in Malawi” as follows:

LOT 5 – International consultant (firm) to develop country program and develop a review framework and mechanism for monitoring and evaluation of Malawi country program

  1. Duration 30 days spread over 3 months
  2. Reporting to the Director of Environmental Affairs
  3. Scope of assignment
    1. Develop country program with prioritized sectoral needs and outlined methods of engagement with the GCF
    2. develop a review framework of Malawi country program
  4. Expected deliverables
    1. Inception report detailing the methodology, approach and timelines for the assignment
    2. Malawi’s country program
    3. Framework of Malawi’s Country Program
  5. Required Academic and Professional Qualifications and Experience Lead consultant for each assignment must have the following:

MSc in climate change or environmental management, PhD will be an added advantage

Team members must have the following expertise:

  1. Master’s Degree in the following fields; Climate Change, Economics, Finance, International Development/ Relations, Environmental Science Extensive knowledge of the Green Climate Fund
  2. Previous experience in preparation of studies, reviews, sectoral recommendations for Climate Change management;
  3. Familiarity with the GCF protocols

 

LOT 6 – International consultant (firm) to identify four project ideas and develop two concept notes

f. Duration 30 days spread over 3 months
g. Reporting to the Director of Environmental Affairs
h. Scope of assignment

  1. Identify four high priorities project ideas
  2. Develop two concept notes including one for SAP modalities in compliance with country program as well as in line with the GCF investment criteria and result areas.

i. Expected deliverables

  1. Inception report detailing the methodology, approach and timelines for the assignment
  2. Identify four high priorities project ideas
  3. Develop two concept notes including one for SAP modalities in compliance with country program as well as in line with the GCF investment criteria and result areas.

j. Required Academic and Professional Qualifications and Experience

Lead consultant for each assignment must have the following:

SUBMISSION REQUIREMENTS
Applicants shall include the following in the submission:

  1. Covering letter expressing interest, complete Curriculum Vitae (CV) of applicant, including CVs for team members (where applicable) involved with the consultancy
  2. Full proposals of the consultancy detailing how the work will be carried out, consultations involved, schedule of activities aligned with duration of the assignment; detailed description on methodology, and tools to be utilized during the assignment. A Financial Proposal with a detailed budget aligned with tasks/activities to be carried out during the consultancy shall be submitted in a separate document.
  3. Applicants will be expected to submit 3 hard copies of both Technical and Financial proposals (in separate envelopes) by 04:30 PM on Wednesday, 16th October 2024, to:
