Terms of Reference (ToRs) for develop Community Gatekeepers’ Engagement Strategy with key messages and channels for KUTETEZA-DREAMS PROJECT
INTRODUCTION
Tovwirane is an established organization registered under the Trustees Incorporation Act of 1962. Its mission is to mobilize communities and develop their capacity and spirit of self-reliance for improved social and economic well-being. Tovwirane is currently looking for an experienced consultant to develop a Community Gatekeepers Engagement Strategy for the KUTETEZA-DREAMS Project.
BACKGROUND
Tovwirane and its partners (Family Health Services, Pakachere IHDC, DAPP and PSI) is implementing the KUTETEZA (HIV Prevention) Project. The Kuteteza project will reach and maintain epidemic control through prevention of new HIV infections by targeting Adolescent Girls and Young Women (AGYW), their male sexual partners, Adolescent Boys and Young Men (ABYM), men and women at substantial risk in Machinga, Zomba and Phalombe districts. Since the inception of KUTETEZA, the project continues to expand and accelerate demand and uptake of integrated HIV and Sexual Reproductive Health (SH)services among AGYW in DREAMS clubs, non-DREAMS AGYW, sexual partners and ABYM. The services are informed by youth-friendly health services (YFHS) delivery approach to ensure AGYW and ABYM are reached with services tailored to their needs and lifestyles.
PURPOSE OF THE CONSULTANCY
The purpose of the consultancy is to engage an expert to develop community gatekeepers’ engagement strategy with key messages and channels aimed at increasing awareness around the promotion and protection.
SCOPE OF WORK
- Assess the current landscape and identify key community gatekeepers, : Analyse existing communication and engagement practices.
- Facilitate workshops or focus groups with internal stakeholders to gather insights and expectations,
- Identify effective communication techniques and tools with beneficiaries and different stakeholders.
- Engage with a sample of community gatekeepers to understand their perspectives and information needs.
- Develop, with respect to available communication resources, key messages that effectively speak to the various target audiences and identify means of communicating key messages and their dissemination methods.
- Develop the strategy with respect to relevant key strategies, policies/laws and best practices
- Develop a detailed engagement strategy document.

- Organize orientation workshop for Tovwirane staff and its implementing partners on the developed work hop tot Tovwirane staff and is implementing partners on the developed engagement strategy.
REQUIRED SPECIFIC DELIVERABLES
- Inception Report: A report outlining the understanding of the assignment, methodology, work plan, and timelines.
- Situational Analysis Report: Findings from the initial analysis and stakeholder engagement activities.
- Key Messages Document: A document detailing the tailored messages for various community gatekeeper segments.
- Engagement Strategy Document: A comprehensive strategy including communication channels, implementation plan, and evaluation framework.
- Training workshop for Tovwirane staff and its implementing partners
CONSULTANT COMPETENCIES, EXPERIENCE AND SKILL REQUIREMENTS
- Preferably advanced degree in one or more of the following disciplines: Social Behaviour Change, Public Health, Communications, Public Relations or other relevant fields.
- Strong experience track record of development and delivery of creative internal and external communications and advocacy work.
- Extensive experience (at least 5 years) experience in developing, designing, production and publishing of communication and advocacy products
- Knowledge of communications and marketing targeting various audiences, including high-level opinion leaders.
- A proven high level of professionalism and an ability to work independently, under high-pressure situations and under tight deadlines.
- Excellent communication and written skills in English.
DEADLINE AND SUBMISSION OF EXPRESSION OF INTEREST
Tovwirane invites interested individuals or firms to submit the following documents:
- In order to bid, the prospective expert should submit an Expression of Interest (Eol) outlining how the expert meets the selection criteria. (Maximum of 3 pages)
- Submit a technical proposal describing the scope of work and the methodologies to be used to develop a high quality and relevant engagement strategy. (Maximum of 5 pages)
- Key documents to be used to develop the strategy should also be described (including rationale for their use). (Maximum of 5 pages)
- The technical proposal should also include a tentative work plan and a budget (financial proposal).
- Names and reachable contacts of three recent professional referees (previous clients) for whom similar work has been conducted.
- An example of similar pieces of work completed recently.
- Curriculum Vitae outlining relevant qualifications and experience. (Maximum of 5 pages).
DURATION AND TIME FRAME
The community engagement strategy shall be expected to be completed within 30 days from the day the selected consultant signs the contract.
SELECTION PROCESS
This application is open to experts who are specialized in developing, designing, production and publishing of communication and advocacy products. The selection will be based on the quality, relevance, cost-effectiveness and practicability of the Expression of Interest and the Proposal to develop the Engagement Strategy. The selected consultant will be responsible for designing and executing all the activities described in this TORs in close collaboration with Demand Creation Specialist, AGYW Coordinator and the Executive Director
