CALL FOR EXPRESSION OF INTEREST TO CONDUCT IMPACT STUDY FOR THE ENHANCING COMMUNITY-BASED FINANCIAL ORGANIZATIONS PHASE II (ECBFO II) PROJECT

Heifer International Malawi (HIM) is implementing the second phase of the Enhancing Community Based Financial Organizations (ECBFO II) Project, funded by IFAD through the Financial Access for Rural Markets, Smallholders and Enterprise (FARMSE) Program. The project aims to strengthen Community Based Financial Organizations (CBFOs’) capacity, thereby enabling 18,000 households that are members of 900 CBFOs groups in dairy, banana, and oil seed value chains in Thyolo, Chiradzulu, Mchinji, and Dowa Districts to increase income and move towards closing the sustainable living income gap by 2025. The CBFOs, also known as Village Savings and Loans Associations (VSLAs), function as financial institutions in rural areas due to the absence of formal financial institutions (FFls).

They are established to bridge the financial inclusion gap and support rural communities in overcoming access to finance challenges by providing access to cash loans to its members through creating self-managed groups that pool their money together through savings.

The project ends in February 2025. Heifer would like to conduct an impact study to assess the project’s contribution to closing the sustainable living income gap of the project participants. To achieve this, outcome indicators that form part of the Heifer impact models (household and enterprise transformation models) will be assessed. The impact study will complement the project end-line evaluation commissioned by FARMSE.

Heifer requires the services of individual consultants to conduct the impact study for the ECBFO Il project.
