ASSIGNMENT TO UNDERTAKE A STOCK TAKE FOR MALAWI’S NATIONALLY DETERMINED CONTRIBUTIONS (NDC) IMPLEMENTATION

1.0 BACKGROUND AND INTRODUCTION

As part of its commitment to the Paris Agreement, the Government of Malawi updated and communicated its Nationally Determined Contributions (NDCs) to the United Nations Framework Convention on Climate Change (UNFCCC) in July 2021. The NDC outlines actions to be undertaken by the country towards climate change adaptation and mitigation in the period of 2015 to 2040. Malawi committed to contribute emissions reduction by 51% below business as usual by 2040. Since Malawi published its updated NDC in 2021, there is a need to assess the results achieved within the first three years of its implementation and identify major constraints faced by the Ministry of Natural Resources and Climate Change (MNRCC) and other relevant implementing partners. This evaluation shall also document lessons learned and recommended approaches for overcoming implementation challenges and supporting achievement of results during the remaining period of the NDC.

The Environmental Affairs Department (EAD) in the Ministry of Natural Resources, and Climate Change with support from the United Nations Development Programme (UNDP) under Climate Promise plans to conduct a comprehensive stocktaking exercise regarding progress achieved with the implementation of Malawi’s NDC. Assessment of the level of implementation of the current NDC will serve as a crucial step as part of the efforts to update and enhance its ambition, aligning with the goals of the Paris Agreement and Malawi 2063. The assessment will provide information on the extent to which adaptation, climate resilience and mitigation have been improved, funded from both conditional and unconditional support, and achieved through implemented NDC measures. Additionally, it will provide information on the level of political and societal commitment as well as level of integration of gender and social inclusion considerations in NDC implementation. This will inform the next round of NDCs and enhance its ambition and improve its implementation modalities.

The Stocktake will include conducting relevant technical studies, desk reviews and inclusive stakeholder consultations.

Environmental Affairs Department with support from UNDP is therefore seeking the services of a National Consultant with proven experience in assessments and evaluations with focus on implementation of climate change adaptation, mitigation and climate finance country-wide programmes.

The National Consultant will work hand in hand with an International Consultant.

1.1 OBJECTIVES OF THE PROJECT

The National Consultant will work together with the International Consultant to achieve the following objectives:

  1. Take stock of the status of the implementation and financing of the NDC and provide a comprehensive picture of the state of Climate Change response through the NDC in Malawi for Adaptation and Mitigation measures at national and sub-national levels;
  2. Develop Malawi’s NDC Revision Roadmap (Detailing Opportunities, Challenges and Recommendations for Increasing Ambition and Quality of the Current NDC and Responding to the Global Stock Take (GST).

2.0 INSTITUTIONAL ARRANGEMENTS AND REPORTING LINES

The Consultant will work under the direct supervision of the UNDP and in close coordination with the Environmental Affairs Department. The National Consultant will execute his/her duties as a team with the International Consultant whereby the International Consultant shall be deemed Team Leader. The National Consultant will therefore operate with guidance from the International Consultant. The assignment is for a period of 40 days.

2.1 DESCRIPTION OF DUTIES FOR THE NATIONAL CONSULTANT

  1. Prepare a detailed Inception Report with a clear work plan, methodology; the NDC Stocktake Study report format; and the NDC Revision Roadmap format.
  2. Conduct stakeholder consultations with NDC- related sector representatives, regional stakeholders (including District and City Councils), community leaders, Civil Society Organisations, the Academia, the Private Sector, women and youth;
  3. Conduct a Stocktake of the Progress of the Implementation of Malawi’s NDC Targets;
  4. Take stock of all climate change policies, plans, strategies, programs, and actions that would enhance the NDC targets, and recommend further areas for alignment and coherence;
  5. Assess the existence of NDC implementation enablers;
  6. Conduct a mapping of key stakeholders, including Government Ministries Departments, Agencies (MDAs) at the National and Sub-National levels, civil society organisations, donors and key private sector, and all other relevant stakeholders;
  7. Develop an NDC Revision Roadmap detailing opportunities, challenges and recommendations for increasing ambition and quality of the next NDC and how it can be enhanced in a way that it responds to the Global Stock Take (GST).
  8. Take Stock of Climate Finance Inflow in Malawi toward Implementation of the NDC
  9. Compile a list of all funded projects in the NDC;
  10. Conduct Review and Validation Workshops;
  11. Compile detailed reports for all major activities including all stakeholder engagement meetings.

2.1.2 REQUIRED ACADEMIC AND PROFESSIONAL QUALIFICATIONS AND EXPERIENCE

2.1.2.1. Education:

  1. Master’s Degree or Higher in Environmental Sciences or Climate Change with a strong focus on adaptation or natural resources management or environmental policy or climate change policy with a strong focus on climate change adaptation, mitigation, climate finance or environmental policy.

2.1.2.2 Professional Experience

  1. In total 5 years’ experience in providing technical expert advice and consulting services in the topics of climate change with a focus on mitigation or the assessment of climate change mitigation-related targets, adaptation or the assessment of adaptation-related targets and climate finance/green finance or the assessment of climate finance related targets or environmental risks assessment or monitoring, evaluation and reporting of climate change-related projects and programmes.
  2. The expert should additionally have proven knowledge and a good understanding of the Paris Agreement, the NDC
    process as well as monitoring, reporting and verification (MRV) under the UNFCCC process (especially in the context of Malawi). Experience in planning, organizing and facilitating stakeholder workshops and consultations as well as field visits is also required for this assignment.
  3. Experience and knowledge of Malawi with total 5 years working or providing expert advice and consultant services in the topics above, including proven track record in writing and coordinating progress and evaluation reports in the field of climate change and environment. At least one similar assignment accomplished previously would be considered as an asset.

Excellent communication, organizational and interpersonal skills including business fluency in written and spoken English
