Job Description

The M&E Officer works to directly support M&E activities at district level in support of care and treatment and contributes to the wider Health Management Information Systems in Malawi. The M&E Officer will work towards strengthening the district’s ability to generate, utilize and disseminate timely, complete and accurate data. She/he is supervised by the M&E Manager.

Main Duties and Responsibilities

  • Assist with planning, monitoring, and evaluation of activities
  • Assist with M&E planning for the SMART indicators target setting, design of systems for performance and quality tracking
  • Assist with the development and revision of M&E tools (e.g., registers) and standardized systems for documentation, reporting and analysis of data from biomedical HIV services
  • Help with the development of tools for forecasting and quantifying HIV program commodities in the supported sites.
  • Work closely with HIV sector partners to increase data use for program planning and evaluation, policy development, quality improvement and advocacy.
  • Maintain a daily electronic work diary of ongoing tasks and activities
  • Supervise and participate in data collection and quality assurance at service delivery sites, including the preparation for and participation in routine supervision of the HIV programs.
  • Design and support implementation of data collection and supervision tools and protocols.
  • Support coordination of Electronic Medical Records Systems deployment for HIV services; participate the relevant Task Forces within MoH (in collaboration with IT Program Officer) for the MOH- CDC Sites
  • Support the submission quarterly report in DATIM for the Supported districts.

Required Qualification, Skills & Experience

  • Bachelor’s Degree in Epidemiology, Public Health, Health Informatics, Statistics, Computing, Monitoring and Evaluation.
  • At least two years of work experience in M&E of public health programs, preferably in the field of biomedical HIV services.
  • Excellent computer skills using database, statistical software including STATA, SPSS and R, and general office applications
  • Experience in biomedical HIV services and related monitoring, evaluation and reporting are desirable
  • Intensive experience working with cooperating partners in public sector, NGO sector
  • Have a strong background of statistical methods analysis and evaluation of different donor requirements and procedures.
  • A strong background in operational research and a proven track record of success in implementing studies
  • Able to work under pressure, with minimal supervision, result-oriented.
  • Fluency in English (speaking, reading, and writing).
