AWARDS & SUB-AWARDS SPECIALIST – ECHO PROJECT
Position Description
Reporting to the Awards and Sub Awards Manager, the Awards and Sub Awards Specialist will be responsible for supporting and overseeing the day-to-day finance and grants functions of the ECHO project. S/he will manage program resource allocation, track utilization and reporting of programmatic resources and monitoring of Partner financial management activities. The Awards & Sub-Awards Specialist will ensure healthy pipeline of cash and non-cash resources for the ECHO project including Partner requirements in support of the program delivery. The position will be directly responsible for establishment (maintaining) of different partnerships and collaborations, tracking and following up on partner contractual and compliance to CARE, Donor, and Malawi government requirements.
This position is based in Lilongwe.
Specific duties and responsibilities include the following:
- Ensure that CARE’s investments achieve the desired impact and that finances are managed in accordance with CARE, CO regulations and Donor requirements, rules and regulations.
- Provide analysis to the Head of Finance and Deputy Country Director -Programs and Project managers on the efficiency and value for money achieved with our financial resources.
- Manage the ECHO Project award and Partnerships to ensure full compliance with donor rules and regulations.
- Ensure timely financial monitoring of ECHO Partners to identify compliance gaps, clarify roles and responsibilities, and institutionalize improved sub-recipient monitoring systems.
- Works with technical teams and partners to prepare budget forecast report and budget for the project and supports the Awards and Sub Awards Manager in CO forecasting processes.
- Support tracking project reporting deadlines and ensure timely submission of financial, contractual, and administrative project reports to ECHO and CMP and other Stakeholders as may be required.
- Assess staff and partner capacity related to compliance in ECHO rules and regulations. Working with CMWI and CUSA, provide tailored trainings to meet needs within different cadres of staff.
- Support the development and implementation of strategies for bridging the partner capacity gaps that are identified during partner assessments and project implementation.
- Keep track of donor audit schedules for the project and partners, work with internal and external auditors providing all required information to support audit processes and respond to audit queries and recommendations.
Required education and experience:
- Bachelor’s degree in accounting, Finance or Business Management or related field.
- Must be a paid-up member of the local accounting regulatory body
- 3 years’ experience in managing donor-funded Grants programs preferably USG and other major donors and knowledge of donor policies and procedures
- Experience in managing diverse support functions (finance, grants, operations team)
- Ability to work effectively as part of office team and coordinate with a variety of stakeholders, maintaining harmonious and productive working relationships
- Excellent and demonstrable writing and communication skills
- Excellent facilitation skills to conduct training sessions for small, medium and large sized groups
- Ability to work effectively as part of office team and coordinate with a variety of stakeholders, maintaining harmonious and productive working relationships.
- Excellent skills in computer applications
- Team player- willing to work with country office teams to achieve desirable results.
