LOCAL PROCUREMENT OF HOME-GROWN SCHOOL FEEDING PORRIDGE BLEND FLOUR (PROPORTIONATE MIX OF ORANGE MAIZE, SOYA, COWPEAS, GROUND NUT AND MORINGA) FOR THE TIWOLOKA SCHOOL FEEDING PROGRAM

CARE Malawi through the McGovern-Dole Food for Education and Child Nutrition (FFECN) program in Malawi, Tiwoloka, aims to procure food commodities from local producers/ millers/ aggregators to provide to schools for the preparation of a nutritious porridge for student meals.

Tiwoloka is a five-year initiative funded by the United States Department of Agriculture McGovern Dole Food for Education, working in partnership with the Government of Malawi to improve literacy, gender equality nutrition and health outcomes in Malawi preschool and primary schools.

CARE Malawi invites qualified local vendors to submit proposals for the supply of Home-Grown Porridge Blend Flour. This initiative supports school feeding activities in 71 primary schools and 25 Early Childhood Development Centers (ECDs) in Kasungu, Lilongwe Rural East, Ntcheu, Chiradzulu, Mulanje, and Thyolo districts, helping to improve literacy, gender equality, nutrition, and health outcomes.

Details

  • Purpose: CARE will procure 884 MT of blended flour locally in 2025 to provide nutritious porridge to schoolchildren.
  • Blend Components: Orange maize, soya, cowpeas, groundnut, and moringa powder.
  • Delivery Timeline: Three phased deliveries between February and
    August 2025.

Key Requirements

  • Vendor Eligibility: Vendors must demonstrate:
  • Proven experience with local food sourcing and compliance with quality standards
  • Strong networks with farmers or suppliers
  • Capacity to produce and store at least 1,000 MT annually
  • Commodity Standards: Flour must meet strict quality requirements, including:
  • Maximum aflatoxin level: 10 ppb
  • Moisture content: 9-14% (varies by ingredient)
  • Clean, dry, and free from pests, discoloration, and damage
  • Packaging: Use 5kg and 20kg woven polypropylene bags with CARE-specified labeling, including “Funded by USDA,” “Not for Sale,” and the country of origin (Malawi)

Submission Guidelines

Vendors are required to submit:

  1. Company Profile: Include business registration, tax clearance, years of experience, and client references
  2. Technical Details: Demonstrate production, storage, and logistical capacity for efficient, on-time deliveries
  3. Samples & Quality Documentation: Submit commodity samples, aflatoxin certificates, and warehouse photos for quality assurance checks
  4. Delivery Plan: Provide a detailed strategy for meeting timelines, including contingency measures for adverse weather conditions.
